If (buncil ~]opts the Blan, the <br />next step is Phase II, development of zonin9 to protec% the airspace, airport <br />~xoper and clearance zor~s. The next step would be the enviro~entai impact <br />statement which takes about one year; then the land acquisition would begin and <br />that takes 12-18 months. If the City prooeeds to set the zoning, that will <br />signal FAA and Mn/Dot that Ramsey is serious a~d at that point those agencies <br />will get involved. Chairman Ippel stated that he ass~es that those agencies <br />would have some authority whenit comes to Site P; FAA was instru~ental in <br />KANO's application for a 1700' radio tower because Gateway is reoognized as an <br />existing airport and impacts the area. <br /> <br />Mr. Fountain stated that the hazards associated with an airport are many times <br />less than those associated with a Site P. Mr. Fountain i~qulred if any airport <br />proper is within Site P moratoria. <br /> <br />Mr. Otto stated that the present FAA policy is that anytime there is a runway <br />serving piston type aircraft, no sanitary landfill shall be located within <br />5,000' of the airport. <br /> <br />Gilbert ~nkveld inquired as to the commercial building that would have to be <br />acquired. <br /> <br />(km~issioner Siebert stated that McGregor's is the only building that would <br />have to be removed in the southern approach. <br /> <br />Mr. Steve DeLuca inquired as to whether or not there were figures available <br />comparing the amount of loss in property ta~es due to residential displaoement <br />versus revenues expected to be get, rated from the airport; would the cost of <br />homeowner's insurance increase for those residents in the proximity of the <br />airport. <br /> <br />~on Halls - Insurance agent associated with Golden Valley Bank - Stated that <br />homeowner insurance rates would not increase and noted that he uses the Gateway <br />facility. <br /> <br />G~ssioner Erickson referred to the o~m~ent regarding the loss of residential <br />property taxes and stated that the dra~ of light industry to the area should <br />more than offset the loss in property taxes from those 14 homes. <br /> <br />Mr. Otto Pointed out that the only loss in residential property taxes would be <br />for those hemes that relocated outside of ~ey. <br /> <br />Chairman Ippel quoted some figures from a report lxepared by City Assessor <br />Wirz, one of which is that it takes four $60,000 residential units to generate <br />the same amount of property taxes as one $60,000 commercial unit. <br /> <br />Willard Breu stated that along with all the additional inoc~dng tax base comes <br />a multitude of city expenses as well. <br /> <br />(Immissioner Stauffer stated that city expenses go with any industrial <br />expansion, with or without an airport. <br /> May ~0, 1985 <br /> <br />Page 6 of 8 <br /> <br /> <br />
