'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Gilbert Menkveld stated that be recently sold 12 lots on the west side of <br />(bunty Rd. f561 there are a lot of h~mes ~anned to built in that arm. <br /> <br />Mr. Otto stated that the same rules of acquisition would apply to those lots! <br />the absolute ma£1iest that acquisition opuld occur is another 2 to 2-1/2 y~rs. <br /> <br />Willard Breu stated that if building in that area Menkveld referred to isn't <br />restricted, the acquistion oosts will increase the total oost of airport <br />develoI~ent. <br /> <br />Chairman Ippel stated that building cannot be restricted until after airport <br />zoning is in place and that cannot happen until Council adopts the Airport <br />Master Plan. ~e Airport (k~mission did request that Council put a moratori~ <br />in place until a decision is made on the airport but Council did mot want to <br />set a precedent. <br /> <br />Gilbert Menkveld inquired as to what happens when a portion of a lot is in the <br />airport zones. <br /> <br />Mr. Otto replied that where properties are severed, the entire property is <br />rec(~ for acquisition. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />fkm~missioner Sieber stated that there is more to the airport issue than <br />financial oonsiderations and asked for o~m~nts fr~m the public. <br /> <br />Jerry Jurva - Stated that in the early 70's he was associated with the <br />developer of Air Lake; the industrial park materialized after the airport and <br />the revenues that p~rk is bringing to the City ~ust be unbelievable; an airport <br />is an important oog in the wheel of industrial develoiz~nt; property values to <br />the south of the cities have doubled. <br /> <br />Willard Breu inquired if the City (:m~rter requires an issue like the airport <br />going to a vote of the public. <br /> <br />(/m~issioner Sieber stated that it will go to a vote of the public if General <br />Obligation bonds are used to fund the project; every~ done would be by <br />ordinance and ordinances are subject to referenda. <br /> <br />Willis Berry - Stated he is anti-develol~ent and he would like Ramsey to be a <br />bedroom c~z~unity. <br /> <br />(kmm~issioner Larsen stated that Council professes to be serious about <br />ir~ustr iai developaent. <br /> <br /> Mr. Jerry Jurva stated that when city sewer and water c~me in, people will want <br />I more tax base in the (xm~unity to cover the oosts. <br /> (kmm%issioner Greenberg stated that he has a business in Ramsey, lives in <br /> <br /> Nowthen and has 5 children that were educated in the Elk River School District; <br />I his residential taxes are $450/year, of which <br /> property <br /> mone <br /> the <br /> school <br /> district that educated his children; his (x~m~ercial taxes in Ramsey are <br /> $23,000/year, s~me of which go to the A~oka school district; not any of that <br />I MaY ~' 1985 <br /> <br />Page 7 of 8 <br /> <br /> <br />
