Gateway is a [xivately ~m~ed airport and Features allow only a public <br />body such as the Comty o£ City to initiate a zoning ac%ion. None of Zone B is <br />acqu/red; develoupent is restricted ~mewhat. <br /> <br />Mr. Fults stated that some property c~ners are affected both by the landfill <br />moratorium and airport zoning; should be a way of oompensating these [xoperty <br /> <br />Mr. Otto stated that in very few cases would owners of property in the B zones <br />be compensated. The longer these airport areas are unprotected and development <br />progresses, the more expensive it gets to aoguire the p~rcels and this in turn <br />drives up the cost of airport ~eveloI~ent. <br /> <br />Counci~r (Dx referred to the subject of the landfill interfering with <br />airport develoIm%ent and inquired if a finalized landfill would interfere with <br />the airport. <br /> <br />Mr. Otto replied that if the landfill is oompleted at it's present <br />limitations, it should not interfere with the airspace zone. O~asing of <br />landfill operation would solve the proble~ of bird attraction. <br /> <br />(bunci~r COx inquired how the airport would affect the small cemetery in <br />the area. <br /> <br />Mr. Otto replied that the trees and brush would have to be re, wed from the <br />oemetery. <br /> <br />Mr. Otto stated that airspace and land zoning are sought simultaneously; both <br />are equally important and both must be in process or adopted prior to obtaining <br />State financial perticipation. No airport development can begin until land <br />titles are cleared; the oo~unity puts up the initial dollars for land <br />acquisition and then applies for reimbursement; reimbursement could take 30 <br />days to several years dependin~ on grant timing. <br /> <br />Mr. Glen Hardin asked if Gateway, as proposed, would fit into the regional and <br />National air system plan. <br /> <br />Mr. Otto stated that the regional concept for an air system plan is a limited <br />ntm~er of airports serving a large area; criteria for the National system is <br />that the airport serve a o0~m~nity more than 30 minutes from another National <br />system airport. Gateway is 23 minutes from Anoka County Airport. Mr. Otto <br />stated that he thinks Gateway could get regional and State support for <br />inclusion in the National system plan based on the fact that Gateway would <br />serve northwest Ramsey and Elk River, which is more than 30 minutes away from <br />Anoka County Airport. <br /> <br />Mr. Terry Hendriksen inquired as to the process to be used in surfacing <br />runway, taxiway, etc. <br /> <br />Mr. Otto stated that Stage I would included bituminous construction of runway <br />and taxiway connecting to building area.
