3 REF: 5521-A P_ublication Requirements Under the Revenue Sharing Program, your government must publish a notice of availability of this report and its supporting documentation within 10 days of filing the report with the Bureau of the Census. The entire report form need not be published; only public notification of its availability is required. This notice must indicate when and where the report and its supporting documentation may be examined by the general public. All recipients of antirecession fiscal assistance (ARFA) funds must publish ARFA expenditure data within seven days of filing the report with the Bureau of the Census. The entire report form need not be published. Publication of the actual expenditures is all that is required. If no funds were expended or obligated during the reporting period, then no publication is required. Any newspaper of general circulation is appropriate for publication purposes if it services your government's geographic area. The news- paper publication requirements may be waived by the Office of Revenue Sharing in some cases. However, a waiver may be granted only upon written application by the Chief Executive Officer of the recipient government. Each request for a waiver must be directed to the above address and accompanied by a statement of a'lternative means which will be used to publicize the report after the publication waiver is granted; Your government may include the general revenue sharing availability:- notice and the antirecession fiscal assistance expenditure data in a single public notice, provided that the publication deadlines are obs~rved~. The publication notices described above do not have to be published as-. legal notices. Whenever notices are published in compliance with these programs, all news media - including minority and bilingual media - must be advised. We greatly appreciate your cooperation with the Bureau of the Census in completing and returning the expenditures report form. Please keep us advised of any questions you may have concerning these programs. Statement of Assurances for Entitlement Period l0 By this time you should have received and returned to us your signed Statement of Assurances for Entitlement Period 10 for the calendar period October 1, 1978 - September 30, 1979. The due date for the form was September 30, 1978. Governments which recently sent in their forms will soon receive a receipt card. Other governments should already have received a receipt card as an acknowledgment that your SOAIO form has been received and is on file.
