Further, it's also making the Co~mcil and Plalming Commissi. on to focus more on their o~ ordinances. _B_u_d§eting and Accounting - I think we are making significant strides in this area. You now have the Operational Budget which was co~?leted on September 28, 1978. I joined the City on July 17, ~978, which didn't allow for much time in budget preparation. If you had been using the States reco~nended procedures, it would not have been as difficult. We had to revamp your whole budget format. You are only seeing the tip of the iceberg of the work that is going into the revamping of your budget and accounting procedures. How- ever, as I co~olete the document, I will fmnaish you all with copies. Ten Year Capital Improvement Budget - This I want to. commence right after we adopt the Operational Budget for 1979. This will require a tremendous amount of input from the Council, Planning Co~nission and Park Board. The purpose of a Capital Improvement Budget is to coordinate the fiscal planning to the physical plan- ning which has not' been done. Frankly, you are going to have some serious problems when you come under the State levy limitation law. This will occur when you prepare your 1981 budget. 2. Personnel: You are accomplishing a lot with few personnel but it will put a limitation on preparing for the future. It also will play havoc with work routines when employees take vacation. I am also looking at some innovative methods that may be used in one area. In regards to the day to day work routine, we are following the City's Personnel Policy. However, as we develop the employees knowledge over broader areas, you will desire labor cost savings. I think we are arriving at those now but they are an abstract thing that I will only see. 3. Planning: The following has been discussed in regards to Planning. Rural Service Area Zoning: Council discussed at their last regular meeting in regards to the Armstrong Case about doing away with the Rural Service Area Zoning designation or extending the Transitional Service Area to take in the Trott Brook which is now located in the Rural Service Area.
