P&Z-1- <br />11/6/78 <br /> <br /> Planning & Zoning <br /> City of Ramsey <br />Oounty of Anoka <br />State of Minnesota <br /> <br />A regular meeting of the Ramsey City Planning & Zoning Commission was held <br />on November 6, 1978 at Ramsey City Municipal Center, 15153 Nowthen Blvd N.W. <br />Meeting was called to order by Chairman Ken Peterson at 7'35 p.m. with the <br />following in attendance: <br /> <br />Kenneth Peterson <br />A1 Sorteberg <br /> <br />Ron West <br />Kathy Schneider <br /> <br />Also Present: <br />Lloyd Schnelle, City Admin. <br /> <br />Motion by A1~ Sorteberg, seconded by Ron West to table approval of the minutes <br />for October 2, 1978 and October 16, 1978 due to insufficient number'of members <br />present. Motion carried 4-0. <br /> <br />Item 1. Case of Arthur St, Hilaire - Conditional Use ~ermit. <br />Mr: St. Hilaire was present to,explain that he--'is consider~ng~purchasing the <br />property at 14544 Nowthen B!vd N.W. if he can operate a auto repair business <br />at that location.. He explained that he usually purchases wrecked autos to re- <br />pair and sell, and that he does have an outlet for the sales other than the <br />property if necessary. Chairman, Ken Peterson explained that he would have <br />to apply for a c~nditional use permit and a.public hearing would have to be held. <br />Mr. St. Hilaire was advised that he would be asked to specifically describe his <br />intentions for the property, and that if considered desireable, definite con- <br />ditions would be attached as part of the permit. Mr. St. Hilaire was advised to <br />ask the Administrator for the necessary application if he wished to proceed. <br />.Item 2. Case of Arthur Anderson - Subdivision Request. <br />Mr. Anderson along with Keith Graham were present with a request to subdivide a <br />3+ acre parcel into three 1 acre Parcels in order to obtain permits to construct <br />houses for himself and two other members of his family. <br /> <br />Ron West stated that he was opposed to this subdivision since it is located in <br />the rural area and on Bison Street which is not considered an upgraded City <br />Street.. Ken Peteron stated that he felt it was too drastic a variance request, <br />and explained the problem with the school bus and Bison Street. A1Sorteberg <br />explained that we do have to follow the existing ordinance, considering the <br />status of the street. Ken Peterson explained that if Mr. Anderson wished <br />to apply for one hermit, he should keep in mind that a subdivision could possibl.y <br />be allowed sometime in the future, so placement of a house should be carefully <br />considered. <br /> <br />Motion by A1 Sorteberg, seconded b.y Ron West to recommend to the City Council <br />to deny the request by Mr. Arthur Anderson to subdivide a 3.02 acre parcel <br />located on Bison Street in the rural area into 3 one acre lots due to the <br />condition of Bison Street and location of parcel in rural area. Motion carried 4-0. <br /> <br />Item .3. Case of Fred Armstrong Rezoni. ng request. <br />Mr. Schnelle provided bafkground on this matter and the reason it had been re- <br />ferred back to P & Z. <br />Motion by A1 Sorteberg, seconded by Ron West to amend motion of 9/11/'1978 by <br />addition of findings of fact #5 and #6 as follows: <br />5.) Would allow better control of land use. <br />6.) Without specific reason defining how line was determined, Commission does <br /> not feel it would adversely affect the Comprehensive Plan to square off <br /> this corner to even the boundary line. <br /> <br /> <br />
