The Mayor and City Council City of Ramsey 14100 St. Francis Blvd. Anoka, Minnesota 55303 'D~ar Mayor and City Council: Beginning with bills issued on or after November 28, 1978, North Central Public Service Co. will be increasing the natural gas rates in your area. This increase is necessary to offset an increase in the wholesale cost of gas .we have received from Northern Natural Gas Company, our supplier to your service area. Northern's increase is a result of their general rate increase request filed with the Federal Energy Regulatory Commission. The Federal Energy Regulatory Commission suspended Northern's proposed rates the allowable five-month period, and initiated rate proceedings at Docket No. RP78-56. On October 27, 1978, the suspended rates became effective and Northern began collecting them, subject to refund upon final determination to be made by the Federal Energy Regulatory Commission. Should the Federal Energy Regulatory Commission allow a rate increase that is less than Northern's proposed rates, North Central will receive rate reductions and possibly refunds. These will be passed on to our customers. This increase has been filed with-the Minnesota Public Service commission, pursuant to North Central's adjustment for Cost of Purchased Gas Provision contained in its Gas Tariff filed at the ~epartment of Public Service. As a result of this adjustment~ bills issued on and after November 28, 1978 will be increased approximately $0.02080 per Hcf. The average residential spaceheating customer can expect an increase of approximately $30.00 annually, or expressed as a percentage of increase about 7°9%.
