P & Z-lo~ <br />December 11/1978 <br /> <br /> Planning & Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A regular meeting of the Ramsey City Planning & Zoning Commission was held <br />on December ll, 1978 at the Ramsey City Municipal Center, 15153 Nowthen Blvd. N.W. <br />Meeting was called to order at 8:00 p.m. with the following in attendance: <br /> <br />Kenneth Peterson Kathy Schneider Art Dunn <br />A1 SOrteberg Brad Bodle <br />Ron West Gerry Zimmerman Also Present: Clayton Berg, Bldg. Off. <br /> <br />Approval of minutes was deferred to later in meeting to allow members to review <br />minutes from October 2nd and 16th. <br /> <br />Item. l) Conditional Use Permit - Philli? Kerssen. <br />Mr. Kerssen was present.to request a conditional use~permit to'allow him to <br />manufacture and sell trailers along with sales of items .taken. in trade on his <br />property'.located at 14765'Nowthen. Blvd N.W. ' A Public'Hearing had been--held~,~ <br />earlier in the evening...Ken_Peterson gave a brief account'ofpast action'by'_- <br />P & Z and~Council on_.~thisimatter,-and Ron WeSt~questiohed~whe~her or-.not.the~= <br />screening provided so,far hadbeen adequate~ Mr.~-.Kerssen~stated that it is <br />extremely difficult to screen'a vehicle when~the engine is being overhauled. <br />Brad Bodle stated that he did not remember any request from Kerssen regarding <br />auto repairs at that location, Kerssen explained that he would like.to erect <br />a 6' board fence, but financially cannot at this time, and that he rece~ved a <br />license from the City allowing him to sell, rent, and repair automobiles on his <br />property. Kathy Schneider asked Attorney Goodrich, and Goodrich stated that <br />zoning takes precedence, and if not--allowed bY zoning orca C.U.P.~ theiticense <br />fee._should~be!~efunded..i Kerssen_exptained~that~he~haS~to~be!~abt~to~repair~the~ <br />items-.taken in'trade.'~ <br /> <br />Art Dunn-explained-that-he-had no problem with the conditions issued on the'~ <br />ori.ginal~C.U.P., but did not'want to-include auto repair as he, felt Kerssen-~' <br />has not been specific enough in stating just exactly]what he~is~doing at that <br />location, and a line should be drawn ~omewhere. <br />K~ssen again stated that the City couldn't keep a person from overhauling <br />their engine in their private garage, and the Commission explained that there <br />was a difference when this is done as a business. <br /> <br />Brad Bodle stated that this could be reviewed in one year, and Gerry Zimmerman <br />explained that there shouldn't be a problem is the property is kept orderly. <br />Art Dunn asked Kerssen if there was anything else he intended to do at that lo- <br />cation and if he understood what the permit would'be issued for? Kerssen replied <br />that he understood. Ron West commented that even though the statement on screen- <br />ing appears vague, Kerssen knows what must be done and what Will be looked for in <br />a year. <br /> <br />Motion by Ron West, seconded by A1 Sorteberg to recommend to the City Council <br />to grant a conditional use permit to Phillip Kerssen to allow him to manufacture, <br />and sell trailers in his garage, along with repairing and selling any items taken <br />in trade on his property at 14765 Nowthen Blvd. N.W. subject to the following: <br />1.) A maximum of three items of any combination ( trailer or trade-in)' be on <br />display with all other items adequately screened. <br />2.) All raw materials be store~out of sight from road and adjacent property <br />owners. <br />3.) Reviewal in one year. Motion carried 5-2 (~n Peterson & Kathy <br /> Schneider opposed) <br /> <br /> <br />
