P& Z-1- <br />9,/5/78 <br /> <br /> PLANNING & ZONING <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A regular meeting of the Ramsey City Planning & Zoning Commission was <br />held on September 5, 1978 at Ramsey City Hall, 15153 Nowthen Boulevard. <br />Meeting was called to order by Chairman Ken Peterson at 7:35 with the <br />following in attendance: <br /> <br />Kenneth Peterson Gerald Zimmerman Bradley Bodle <br />A] Sorteberg Arthur Du~n Also present: <br />Kathy Schneider Ronald West Lloyd Schnelle, Adm. <br /> <br />Motion by A1 Sorteberg~ seconded by Art Dunn to approve the minutes <br />of August 7, 1978 with the follo~ng correction: Item #4 - location <br />of property to read Northeast corner of 167th & #47. Motion carried 6-0. <br />Brad Bodle abstained. <br /> <br />Motion by Art Dunn, seconded by Gerry Zimmerman to approve the minutes <br />of August 21, 1978 with the following correction: Item #4 - location <br />of property to read N.~. Corner of 167th & #47. Motion carried 4-0. <br />Pon West, A1Sorteberg, & Brad Bodle abstained. <br /> <br />Ibem 1. Rezoning request- Phill%R Kerssen. <br />Mr. Kerssen was present to request rezoning of his property at 14765 <br />Nowthen Blvd. Ken Peterson asked Mr. Kerssen if he felt the P & Z <br />conditional use permit stipulations were too resbrictive, and Mr. <br />Kerssen stated that he felt that if he hadn't accepted them at the time, <br />he wouldn't get anything~ but that he was wiser now and wanted rezoning. <br />Mr. Eerssen e×plained that he hopes to someday sell the property and <br />v~ith only a C.U.P. he would only be able to sell R-1 prcper~y. It <br />was e×plained to Mr. Kerssen that if the proerty were rezoned and then <br />sold the new buyer would still need a C.U.P. to operate the present type <br />of activities. Brad Bodle asked Mr. Kerssen if he understood thst if <br />the rezondng does go through, and he comes back for the new C.U.P., that <br />most ~ikely the stipulations would be just as restrictive? Mr. Kerssen <br />stated that he would take care of that after the rezoning. Mr. Kerssen <br />pointed out Mobile and all the items they have on display. It was pointed <br />out to him that Mobile is not located in the same type of neighborhood. <br />t~en Peterson asked Mr. Kerssen if he considered purchasing land in an <br />area already zoned for these activities? Mr. Kerssen explained that <br />he had. thought of using the land for something such as an eating estab- <br />lishment in the future. <br /> <br />Motion by Art Dunn, seconded by Ron West to recommend to the City Council <br />to allow rezoning of the Phillip Kerssen property at 14765 Nowthen Blvd. <br />From UM to UMB based on the following facts: <br />1.) There is other UMB property on ~5 <br />2.) Co. Rd. 5 is a major thoroughfare in the City. <br />3.) Property is bordered and adjacent to other land zoned UMB. <br />Motion carried 7-0. <br /> <br />Item 2. Public Hesring -__Louis L~ngos request for C.U.P. <br />Louis Lsngos was present requesting a conditional use permit to have <br />a commercial artists business at his residence of 16926 Bison Street N.W. <br />Ron West asked if customers would be coming to the home and Mr. Langos <br />explained that he would have them both coming to his home and he would <br />be going out to contact them. Other traffic would include printers <br />~icking up orders, and delivery of supplies. Mr. Langos explained that <br />he hoped to ztsrt here and eventually move into an office. <br /> <br /> <br />
