PUBLIC HEAHING/7-25-78 <br />Street Improvement <br />Yttrium, ZirConium, Azurite, <br /> 164th Ln, 162nd Ave., 166th Ln. <br /> <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINR~_SOTA <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />public hearing on July 25, 1978, at Ramsey Mnnicipal Center, 1 51 53 Nowthen <br />Boulevard N.W. Ramsey, MN 55303 <br /> <br />Present: <br /> <br />Mayor Cox <br />Councilman Gamec <br />Councilman Mickelson <br />Councilman Muller <br />Councilman Reimann <br /> <br />~lso Present: <br /> <br />Attorney Goodrich' <br />Engineer Sha . <br />Administrator Schnelle <br /> <br />~yor Cox called the public hearing to order at 8:25 p.m. and led the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Cox announced the purpose of the public hearing is to consider a <br />street improvement for streets as follow, s: Yttrium, Zirconium, Azurite, <br />164th Ln, 162nd Ave., 166th Ln. This hearing is to receive input from <br />property owners in this area in regard to the street improvement. <br /> <br />Mr. Sba presented th~ feasibility study. The total cost of the improvement is <br />$84,000; total units 87; cost per unit $965.52; cost over a ten year period - <br />annual payment $~37.47 and over a fifteen year period - annual payment ~06.00. <br /> <br />Citizen Input <br /> <br />D. Ydchaels~on, 162nd Av~asked what they would do with the gap between the <br />road and the driveways. <br /> <br />Mr. Sha said this is the property owndrs responsiblity and to arrange to have <br />this done ~ith the contractor who is doing the street would be the cheapest <br />way to fill in the gap. <br /> <br />Bob Cushman, 16326 Zirconium Street, asked how the price compares with that <br />done around the area in other developments in outlying areas, are ~e getting <br />the same kind of material. <br /> <br />Mr. Sha explained that the material is the most important in the base. <br /> <br />Mr. Cushman asked how this will stand up with sod trucks, moving vans etc. <br /> <br />~. Sha answered that it depends on the amount of loads and frequency of traffic <br />and that ~eather has a bearing on it. The garbage truck once a ~eek should be <br />no problem, except on a hot day, sharp turns into driveways might damage the road. <br /> <br />~. Cushman said the whole area is nothing but blow sand, how do you propose <br />to shore up the edges. What if there is heavy commercial development <br />and the City is forced to put in utilities, at that time the whole area would <br />have to be reconstructed. <br /> <br /> <br />
