SPECIAL COUNCIL MEETING <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />SPECIAL COUNcIL'MEETING <br />Street ImproVements <br />Whispering Pines'Estates <br />August 2, 1978 <br /> <br />Pursuant to .due call and notice thereof, the Ramsey City Council held a <br />special council meeting on August 2, 1978, at Ramsey Municipal Center, <br />15153 Nowthen Boulevard N.W., Ramsey, Mn 55303 <br /> <br />Mayor Cox called the Special Council ~eting to order at 11:05 a.m. <br /> <br />Present: <br /> <br />Absent: <br /> <br />Mayor Cox <br />Councilman Muller <br />Councilman Reimann <br />Councilman Mickelson <br />Councilman Gamac <br /> <br />Also Present: <br /> <br />Attorney Goodrich <br />Engineer Sha <br />Administrator Schnelle <br /> <br />Mayor Cox led the Pledge of Allegiance to the Flag. <br /> <br />Mayor Cox announced the purpose of the special council meeting was to review <br />the petition of Whispering Pines Estates. A third petition had'been oresented <br />to ~yor Cox on July 30, 1978 at 11:30 a.m. There are a total of ll3-units <br />in the area. 19 lots have no residents, so the figure is on 94 units. The <br />petition has 64 signatures in favor of the improvement and 21 against. This <br />is 69% in favor and 23% against. The 8% difference is residents not at home <br />or that could not be contacted. Mr. Goodrich, City Attorney, requested that <br />it be made part of the official record of the names of the people (against <br />the improvement) who Mrs. Beyers had been able to reach by phone to inform <br />them of this special council meeting regarding street improvement in <br />l~ispering Pines Estates. <br /> <br />Mrs. Stan Kluzak asked Engineer Sba "What will happen to the water table <br />with additional homes being built, as to when water will come into the area"? <br />Mr. Sba replied the earliest date sewer would be available to Ramsey would <br />be 1985, for streets being torn up for that reason, and water into an area <br />is put in the boulevard. Mrs. Kluzak questioned the drainage from the area <br />behind her, but the Engineer stated Ramsey will be having one inspector, so <br />problems will be dealt with individually. <br /> <br />Mrs. Sheila Skully was concerned with the road being widened for run-off. <br />She also had a suggestion for the parks to use a separate drive for bikes. <br /> <br />1. Motion by Councilman Reimann, seconded by Muller to Resolution #19 <br />ordering bituminous surfacing for streets in Whispering Pines Estates and <br />the calling for bids. Motion carried to adopt said resolution. <br /> 3 ayes <br /> <br />2. Motion by Councilman Reimann, seconded by Councilman~uller to have <br />the law firm of Weaver, Talle & Herrick act as the City's fiscal agent in <br />setting up fuhds to provide for the financing of the public improvements <br />as set forth in the following City Council resolutions: 1).
