Page 3
PUBLIC HEARING/7-25-78
Menkveld ' s Country Park

Helen Wilson asked what the cost for grading is in her area versus the
entire City.

Mayor COX answered that the City doesn't have figures on specific', areas.
Helen Wilson asked how many times the grader comes through.

Mayor Cox replied that it depends on the rainfall in the summer and snow
fall in the winter.

Art Dussl asked what is the difference in cost over 5 to 10 years period
of time in maintenance between blacktop and gravel.

Engineer Sba said in relatively flat areas asphalt is substantially cheaper,
it has to be sealcoated every five years repairing edges where they have
~oded or foundations where they h~ve eroded. Generally, there is less cost
with blacktop but he could not say exactly how much.

Resident said the only flat spot is in front of Art Dussl's house, the rest
is all hills.

Mr. Sha said rural sections will be installed where water will run into the
ditches.

A resident asked what problems from drainage will be if the roads are raised
five inches and will there be any surveying.

Mr. Sha said they will be surveying and recentering the road but as far
as raising the road the drainage still goes into ditches. He said this is
not going to solve the drainage.

A resident asked about the quality of the bit,~m~nous.

~. Sha said a comment was made regarding the quality of bituminous at a
previous meeting, but that was one persons opinion and this is not a sub-
standard road we are proposing.

A straw vote was taken. 13 persons were present - 8 in favor, 5 against.

Motion by Reimann, seconded by Mickelson to conclude the hearing for
Menkveld ' s Country Park.

Adjournment 7:17 p.m.

Respectfully submitted,

5 Ayes

Lloyd Schnelle
City Administrator
