P& Z -1- <br />8/7/78 <br /> <br />Planning & Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota. <br /> <br />A regular meeting of the Ramsey City Planning & Zoning Commission was <br />held on August 7, 1978 at Ramsey City Hall, 15153 Nowthen Boulevard. <br />Meeting was called to order by Chairman Ken Peterson at 7:30 p,m. with <br />the following in attendance: <br /> <br />Eenneth Peteraon <br />A1Sorteberg <br />Esthy Schneider <br /> <br />Gerald Zimmerman <br />Arthur Dunn <br />Rona!d West <br /> <br />Also present: <br />Clayton Berg, Bldg. Off. <br />Lloyd Schnelle, Adm. <br /> <br />Item t. Public Hearing - Phillip Kerssen. <br /> <br />Chairman Ken Peterson called the Public Hearing at 7:35 by explaining <br />the reason for a hearing and asking Mr. Kerssen to briefly explain his <br />request. Mr. Kerssen stated that he v~shed to build and sell trailers <br />on h~s property at 14765 Nowthen Blvd, and that he would be t~king items <br />such as tractors, used cars, ect. in trade. As there was no one present <br />with any comments, the Public Hearing closed at 7:40 p.m. <br /> <br />Chairman Ken Peterson called the regular meeting back to order and ex- <br />plained that he and Clayton Berg had driven through the property, and <br />thst there were some specific conditions to consider. <br /> <br />Mr. Kerssen stated that he felt it would be profitable for the City to <br />rezone this parcel. Ken Peterson explained that if the property were <br />rezoned UMB, Mr. Kerssen would not be allowed to manufacture the trailers <br />without a special oermit. Mr. Kerssen asked if he did obtain just a <br />conditional use permit, could he still rezone at some later time? <br />Art Dunn and Clayton Berg explained that in the event the property was~ <br />rezoned, Mr. Kerssen could obtain a permit to both manufacture and sell, <br />and that the conditional use permit was a temporary step and would uot <br />interfer~ ~ith any atte~ot to rezone. Ken Petersbn suggested that if <br />Mr. Kerssen wanted to rezone, that he plat the entire parcel showing the <br />U~ ~ortion and any R-1 'if desired. <br /> <br />Ron West asked to see the pictures Mr. Kerssen had of the trailers, and <br />Art Dunn asked how many trailers were built per week. Mr. Kerssen ex- <br />plained that he is presently working on them in Coon Rapids and usually' <br />builds two trailers per week~ but hopes to have at least 6 in stock~ but <br />presently is behind on orders. <br /> <br />Ken Peterson explained the need to establish mutual conditions, and <br />explained that he was concerned with the type of items that may be taken in <br />trade. Mr. Kerssen stated that he' would be leveling an area behind <br />his barn for storage. Ron West ex~lai~eS~:that he felt a need to limit <br />the number of any item. .Art Dunn stated that he would be comfortable <br />with no more than 10 items with trade-ins stored behind barn. After <br />discussion, Art munn said that if the items were adequately screened~ <br />there would be no need to limit the number. <br /> <br /> <br />
