P& Z-1-
8/21/78.

PLANNING & ZONING
City of Ramsey
County of Anoka
State of Minnesota

A special meeting of the Ramsey City Planning and Zoning Commission was
held on August 21, 1978 at ~amsey City Hall, 15153 Nowthen Boulevard.
Meeting was called to order by Chairman Ken Peterson at 7:40 p.m. with
the followin~ in attendance:

Kenneth Peterson Gerald Zimmerman Also present:
Kathy Scneider Arthur Dunn Clayton Berg, Bldg. Off.

Item 1. Discussion of Park fee.

Mr. Dennis Donovan and John Lichter were present to discuss with the
P & Z Commission the formula used for determining the Park fee on a
subdivision in the rural area. Mr. Donovan explained that they had
examined several other cities park fee system and found Ramsey'.~ to be
equivilent. Art Dunn asked if any of the cities examined had entire areas
in a rural service area.. Mr. Donovan explained that they did not want to
make exceptions to the ordinance since the City was in need of monies for
the Parks. After further discussion, it was suggested that the P & R
Commission contact Burns, Andover, and St. Francis in regards to their
park fee. Ken Peterson explained that the P & Z Commission realizes the
ne'ed for oark funds, and was looking forward to sitting dov,m and discus-
sing this matter again after more input was received. Art Dt~nn agreed that
fees are necessary, but due at present to low density in the rural area,
the fee formula is appearing to be too harsh in this section of the citY,

Item 2. Variance request- Alex Werz.
This request was orginally made on 8/7/78 and matter was tabled pending
further information from City staff and Attorney. (page 2, item#2, minutes
of 8/7/78). After examing a sections map presented by Gerry Zimmerman which
indicated that easments were available, a brief discussion was held.
Motion by Art Dunn, seconded by Gerry Zimmerman to recommed to the City
Council to grant a variance to Alex Werz for.a"10t that does not comply
with the ordinanc8 170.0312A requiring a lot size of at least 2~ acres
after April 28, 1972 due to the facts that the lot at 16960 Bision was
purchsed by Mr. Werz in good faith, and becadse, of.-r~c~i~ing~'~oor legal
advice is now suffering a hardship. Motion carried 4-0.

Item 3. Acceptance of Magnesium Street. (off of Industry Blvd.)
Mr. Craig Willey, the property owners representative was present to explain
that they were willing to handle the preparation and cost of the necessary
legal documents, along with ~he engineering costs. Mr. Willey stated that
Mr. Holm pretty much agreed to providing the necessary repairs to make the
road acceptable, unless it meant an entire new road being installed. It
was mentioned that at present several property owners do not have legal
access to their property and with Magnesium being a 'city road, this problem
would be solved. The property owners are ready to give the necessary ease-
ments to the City. There was discussion of whether core samples should be
taken, and it was decided that this would be irrelevant unless we intend
to act on the results at this time. Ken Peterson read the Engineers
report and asked Mr. Wilier if they were in agreement with this report.
Mr. Willey explained that he had talked with Mr. Raatikka in regards to
the cul-de-sac.
