FROM: City Administrator <br /> <br />TO: Mayor and City Council <br /> <br />SUBJECT: Staff Report <br /> <br /> 1. Park: I-attended the Park and Recreation Commission meeting on <br /> August 17, 1978. There are several items in their minutes of August 17, <br /> 1978, (enclosure (B-3) of the Council agenda) which Council should note <br /> and they were as follows: <br /> <br /> a. Funds Accepted in Lieu of Land: The Park and Recreation Commission <br /> ~ want these funds to be utilized as covered in subparagraph 1 of <br /> ~paragraph 170.038F of the City Code. Currently the City uses Park <br /> .~ ~ and Recreation revenues collected from park dedication to <br /> cover <br /> ~9~ operating costs. The Council should address this issue as it re- <br />ad, quires your action. <br /> ~o'oAppo~n~lng ~f P~rk ~n~ ~e~e~o~ ~ha~a~ww~nas ~s~aVe sent Mr <br /> ~ .n van opy f ~ & P ~ 'e ~ 'o y- ablished by the <br />~Clty Code. The Park and .Recreation Commission does appoint their own Chairman on an annual basis. <br /> <br />/~. Landfill site: The Commission was concerned about possible <br /> poll~ C~y Park Lands adjacent to it. <br /> <br /> d. Golf Course: The Park and Recreation COmmission would like for <br /> the Administrator to gather data on municipal golf courses as to the <br /> financial operation. This task on the surface looks very simple, <br /> but there is really quite a bit involved if you do it correctly. <br /> Consequently, I will do it after the budget is completed and a few <br /> other must items'are out of the way. <br /> <br />e. Stump Removal: Merle has gotten price quotes on this for the <br />Park Board but it appears they (Park and Recreation Commission) <br />have never gotten this before the Council for approval. <br /> <br />Planning and Zoning: I am attending all of their meetings and pre- <br />paring their agenda which is similar to your agenda. We have now <br />furnished each member a copy of the City's zoning and subdivision <br />ordinance. <br /> <br />3. General: The items are submitted as information unless otherwise <br /> indicated for Council action: <br /> <br />a. City Budget: The City budget will be a priority task commencing <br />August 28. I have now gotten all the background materials for the <br />budget. The task now is mainly gathering or projecting 1979 costs. <br /> <br />b. Flood.Plain Insurance: I called Mr. Finch of the Federal Flood <br />Plain Insurance Department and they will have to reschedule our meet- <br />ing to a later date in the fall of 1978. <br /> <br /> <br />
