Public Hearing/7-10-78 <br />(Street Petitions) <br /> <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a ~' <br />public hearing on July 10, 1978, at Ramsey Municipal Center, 151 53 Nowthen <br />Boulevard N.W., Ramsay, Minnesota 55303. <br /> <br />Mayor Cox called the public hearing to order at 7:45 o'clock p.m. and~led <br />the Fledge of Allegiance to the Flag. <br /> <br />Present: <br /> <br />Mayor Cox <br />Councilman Gamec <br />Councilman Mickelson <br />Councilman Muller <br />Councilman Reimann <br /> <br />Also Present: <br /> <br />Attorney Goodrich <br />Engineer Raatikka <br /> <br />Mayor Cox announced that this is an informal public hearing to consider <br />public input and questions concerning petitions received by the City <br />Council asking for blacktopping of certain roads in the City.~ He stated <br />that preliminary cost estimates of what the project will cost, before <br />ordering a feasibility study by the city engineer, are being presented <br />at this hearing. He added that it is the desire of the Council to make <br />sure citizens understand the costs etc. regarding the street blacktopping <br />project. <br /> <br />~yor Cox explained briefly the City's Comprehensive Plan and the proposed <br />Rum River Bridge crossing projeCt. <br /> <br />Engineer Raatikka presented the preliminary cost estimate on a display board. <br />He said all of the streets are figured on rural cross section basis. ~he <br />costs shown on the board are to just upgrade streets, as they are now with <br />minor grading, a 24~e~ bituminous mat with 3 inches of gravel underneath. <br />The suburban street section (permanent street) would require much more <br />grading of the entire road and would be more costly, therefore, he is <br />recommending the rural section at this time. He reviewed the preliminary <br />costs and stated that this does not include drainage improvements. It <br />is proposed to leave drainage as it is at present and when utilities come <br />in drainage facilities will be installed along with suburban type streets. <br /> <br />RonMiller, 15000 Zeolite Street asked for clarification as to what material <br />the street will be constructed with. <br /> <br />Engineer Raatikka stated they will be grading and widening the street using <br />3 inches of Class 5 gravel for base material, a l½ inch bituminous surface <br />which will be 24 feet wide. This will be a temporary street with no curbs <br />or gutters.. <br /> <br />Bob Burke, 164th Lane asked where he can see a sample of this type of street~ <br /> <br />Engineer Raatik~a replied, Autumu Heights, however, those streets are only <br />20 feet wide and these will be 24 feet wide. <br /> <br />Lynn Burke, 1 64th Lane, asked the life expectency of_ this type of street. <br /> <br /> <br />
