Public Hearing/7-10-78 (Street Petitions) PUBLIC HEARING CITY OF RAMSEY COUNTY OF ANOKA STATE OF MINNESOTA Pursuant to due call and notice thereof, the Ramsey City Council held a ~' public hearing on July 10, 1978, at Ramsey Municipal Center, 151 53 Nowthen Boulevard N.W., Ramsay, Minnesota 55303. Mayor Cox called the public hearing to order at 7:45 o'clock p.m. and~led the Fledge of Allegiance to the Flag. Present: Mayor Cox Councilman Gamec Councilman Mickelson Councilman Muller Councilman Reimann Also Present: Attorney Goodrich Engineer Raatikka Mayor Cox announced that this is an informal public hearing to consider public input and questions concerning petitions received by the City Council asking for blacktopping of certain roads in the City.~ He stated that preliminary cost estimates of what the project will cost, before ordering a feasibility study by the city engineer, are being presented at this hearing. He added that it is the desire of the Council to make sure citizens understand the costs etc. regarding the street blacktopping project. ~yor Cox explained briefly the City's Comprehensive Plan and the proposed Rum River Bridge crossing projeCt. Engineer Raatikka presented the preliminary cost estimate on a display board. He said all of the streets are figured on rural cross section basis. ~he costs shown on the board are to just upgrade streets, as they are now with minor grading, a 24~e~ bituminous mat with 3 inches of gravel underneath. The suburban street section (permanent street) would require much more grading of the entire road and would be more costly, therefore, he is recommending the rural section at this time. He reviewed the preliminary costs and stated that this does not include drainage improvements. It is proposed to leave drainage as it is at present and when utilities come in drainage facilities will be installed along with suburban type streets. RonMiller, 15000 Zeolite Street asked for clarification as to what material the street will be constructed with. Engineer Raatikka stated they will be grading and widening the street using 3 inches of Class 5 gravel for base material, a l½ inch bituminous surface which will be 24 feet wide. This will be a temporary street with no curbs or gutters.. Bob Burke, 164th Lane asked where he can see a sample of this type of street~ Engineer Raatik~a replied, Autumu Heights, however, those streets are only 20 feet wide and these will be 24 feet wide. Lynn Burke, 1 64th Lane, asked the life expectency of_ this type of street.
