Z -2- <br />/78 <br /> <br /> that the purpose of a urban development permit fee is to offset cost <br />and should be handled as an escrow account with reimbursment if necessary. <br /> <br />As the Commission was uncertain about the need for a variance, it was <br />decided that in the event it was needed there was a Motion by Al. <br />Sorteberg, seconded by Art Dunn to recommend to the City Council .that a <br />variance be granted to C.R. Builders to allow them to subdivide by'metes <br />and bounds a five a~re parcel generally known as 5300-153rd Ave N.W. <br />from plat 89224, parcel 4800. Motion carried 6-0. (legal attached) <br /> <br />Motion by Brad Bodle, seconded by Gerry Zimmerman to recommend to the <br />City Council that the Urban Development Permit fee be set at $600.00 to <br />be held in an escrow account for payment of costs incurred on project .... <br />with a provision that excess funds by refunded. Motion carried 6-0. <br /> <br />Motion by Art Dunn, seconded by Brad Bodle to recommend to the-City <br />Council to grant a Urban Development permit to C.R. Building Co. for <br />~he purpose of constructing a Ramsey Medical Center at 5300- 153rd Ave <br />N.W. contingent on the following: <br /> 1.) That a landscape plan be included for 153rd Ave N.W. to'meet <br /> Engineer's and Building Official's approval. <br /> 2.) That driveway Width be increased to a miflimum width of 24 feet. <br />3.) That there be a payment of park fee in lieu of land donation. <br /> Motion carried 6-0. <br /> <br />Item 2. Critical RiVers Comprehensive Plan <br /> <br />Mr. Dexter Marston was present will a slide presantation to explain <br />briefly the C.R.C.P. and answer any questions. There was a brief dis- <br />cussion and Mr. Marston explained that he would like a more detailed <br />discussion after the Commission had. a chance to re~d the material they <br />would be receiving in the mail in the immediate future. <br /> <br />Item 3- Rezoning for Philip Kerssen <br />Mr. Kerssen was present with a request for rezoning of his property of <br />approximately 6 acres to allow him to build and sell trailers in his shop <br />along with selling farm. equipment and a few used cars or trucks taken as <br />trade-ins. His application stated that he had applied for a license <br />and a $2000 bond. Property location is 14765 Nowthen Blvd. <br /> <br />After discussion it was decided that the Commission would rather see <br />this handled as a home occupation requiring a conditional use permit <br />with any necessary resrictions than rezoning since rezoning would not <br />allow both the building and sales of the trailers on the property. <br />A Public Hearing will be arranged for August 7, 1978. on this request for <br />a conditional use permit. <br /> <br />Item 4. Ted and Gloria Olson request for subdivision to build duplex <br />Ted & Gloria Olson were present with a request to subdivide a 5 acre <br />parcel into tw6"2½~"~adre Da~ce~s~to allow them to construct a duplex. <br />This is located in the transitional ares.. Art Dunn asked that they <br />have a soils perk'test before any Public Hearing is held. The Olson's <br />were asked if they would still care to subdivide even.if a duplex would' <br />not be allowed and they stated that they would. Mr. Berg would check <br />on a duplex already existing on adjacent property, and arrange for a <br />Public Hearing for August 7,~ 1978. <br /> <br /> <br />
