& Z -1~ <br />/10~78 <br /> <br /> PLANNING & ZONING <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A regular meeting of the Ramsey City Planning & Zoning Commission was <br />held on July 10, 1978 at Ramsey City Hall, 15153 Nowthen Boulevard.. <br />Meeting was called to order by Chairman Een Peterson at 7:30 p;m. with <br />the following in attendance: <br /> <br />Eenneth Peterson <br />A1 Sort eberg <br />Kathy Schneider <br /> <br />Bradley Bodle <br />Gerald Zimmerman.~ <br />Art Dunn <br /> <br />Also present: <br />Clayton Berg, Bldg. Off. <br /> <br />Motion by Art Dunn, seconded by A1 Sortebe~g to approve the minutes of <br />6/5/78 as read. Motion carried 6-0. <br />Item 1. Public Hearing - Medical Clinic and Pharmacy 1990 Urban Ar'ea <br />Chairman Ken Peterson began the Hearing by explaining the reasons for <br />a Public Hearing ~and asking Mr. Keith Graham to briefly explain the <br />proposed development. Mr. Graham explained that the development proposed <br />for the southeast corner of T.H..#47 and 153rd'Ave N.W. will be stage <br />construction with the clinic and pharmacy being built initia]ly and future <br />additional wings to the clinic as well as other commercial development. <br /> <br />Mr. Clayton Berg read his report explaining that he and Mr. Raatikka had <br />met with the developers on various occasions in the past week and re- <br />viewed the materials and procedures as required by ordinance. Mr. Berg <br />stated that the soils tests should not be a problem, and that the existing <br />wooded area would be kept in its natural state. Mr. Berg also asked for <br />some suggestions on a fee for a urban development ~ermit. <br /> <br />Chairman Ken Peterson asked for citizen input and Mr. A1 Kempf, 15220 <br />St. Francis Blvd e~plained how in the past he had been opposed to <br />shopping center type development in the area, but that he was in favor <br />of the proposed medical clinic. Mr. Kempf also asked about total number <br />of doctor offices and Mr. Arthur Braun of the Coon Rapids Clinic ex- <br />plained that the first phase called for 4 physicians with a possibl8 <br />additional two phases for a total of facilities for 12 physicians. <br /> <br />Art Dunn commented on the access from 153rd onto T.H.# 47 as being <br />dangerous. Gerry Zimmerman commented on how he was sorry to see de- <br />velopment along the highway without established plans for improvement <br />of T.H.#47. <br /> <br />Chairman Ken Peterson closed the Public Hearing and the Commission pro- <br />ceeded to discuss the recommendati.ons frOm the Building Official and <br />City Engineer. <br /> <br />Art Dunn asked if t~ey would consider subdividing in the event sewer and <br />water were brought in. Mr. Grahmm stated that this is not their in- <br />tentions. Art Dunn also commente~ on the.need for more east-west th?OU~ <br />streets in the City. There was a discussion regarding the need for land- <br />scaping along 153rd Ave N.W., the driveway width, and both park and permit <br />fee on this project. It was agreed that until the Parks & Rec. Comm. <br />recommends a c~ange, the park fee will.wi-l~'ibelde~mined as usual, and <br /> <br /> <br />
