-3- <br /> <br />The access to the development f~om 153rd Avenue is proposed by a <br />driveway 20 feet in width. We do not feel this is adequate and ~ <br />would recommend the driveway be a minimum of 24 feet in width. We <br />feel the additional width is necessary to accomOdate winter condi- <br />tions when driveways tend to narrow. <br /> <br />As noted before, Mr. Raatikka will attempt to have defined the <br />necessary drainage easement areas prior to the meeting. Other <br />easements will not require consideration until such time as the re- <br />maining undeveloped area is platted. <br /> <br />Other detailed performance standards as required by ordinance in- <br />cluding setbacks, street frontage, etc., have been complied with. <br /> <br />Community Involvement - <br /> <br />Admittedly, we .are uncertain as to the intent of this section of the <br />ordinance. However, it is obvious that such a facility will not only <br />provide a needed service for the citizens of Ramsey but will also pro-' <br />vide tax base. <br /> <br />We don't feel any adverse environmental conditions will result from <br />this construction. <br /> <br />The adjacent land use, in our opinion, is not a real concern at this <br />time as adjacent lands are currently vacant. This will become a con- <br />cern at such time that the adjoining lands develop. <br /> <br />However, the potential design configuration of the adjoining open <br />lands appears to be quite acceptable. <br /> <br />Public safety will only be affected to the extent where emergency <br />medical treatment could be received, if necessary, by the citizens <br />of Ramsey in a shorter time span. <br /> <br />The other item that must be addressed by the Commission is determination <br />of the area subject to park fees, at this time.
