-2- <br /> <br />Avenue where it will enter the existing storm drain system. To pre- <br />vent unnecessary flows into the roadway we would recommend that a low <br />point be created in the entrance to the development and additional <br />catch basins be provided at that point. <br /> <br />The required ponding area and drainage easement has not yet been deter- <br />mined. However, Mr. Raatikka will attempt to have that information <br />available at the time of the meeting. <br /> <br />The proposed development would, at this time, have a single ingress <br />and egress to 153rd Avenue. Future development of'the adjoining areas <br />would provide access to the proposed Argon Street. At that time, if <br />traffic on 153rd Avenue is such that conditions warrant, the ingress- <br />egress to 155rd Avenue could be changed to ingress only. <br /> <br />The impact to traffic on 153rd Avenue and T.H. #47 would be minimal <br />at this time. The proposed use generates traffic that is spread <br />throughout the working day and is, therefore, dispersed. It will not <br />create an early morning and afternoon congestion problem such as a <br />factory would. <br /> <br />The development of the surrounding area at a future date will in all <br />probability create the need for signalization at the intersection of <br />153rd Avenue and T.H. #47. However, viewing this realistically, <br />signalization will eventually be a necessity. <br /> <br />The area is adequately s~rved with utilities and there should be no <br />adverse impact in this area. As noted before, the area soils are <br />acceptable for an on-site septic system and there is adequate area <br />available on the property to provide for sewage disposal until such '/ <br />time as city sewer would become available. We would recommend this <br />disposal system be designed to comply with both state and local codes <br />by a registered professional engineer. <br /> <br />2) Development Concepts - <br /> <br />The land use relationships comply with the Ordinance and the'clinic <br />and pharmacy are permitted uses in this zone, The prOp0sed'structure <br />is well separated from the residential zone by open space in excess <br />of 400 feet which provides a good buffer between the'two zones, <br /> <br />The proposed development as well as the future proposed development <br />meets the ordinance requirement in respect to open space. <br /> <br />Based on the initial indicated use, the parking area provided'is <br />adequate. However, if the lower level of the dlinic is to be'used <br />as a professional building and not as a clinic, additional parking <br />spaces may be required. <br /> <br />The landscaping plan is not available at this time, but the necessary <br />landscape area as designated by ordinance has been shown on'the plot' <br />plan. We would recommend that t~ees of a type that will provide screen- <br />ing be placed in the designated landscape area adjacent to 153rd Avenue <br />as well as along a portion of'the east property line abutting the resi- <br />dential area. <br /> <br /> <br />
