Standards for Flood~:ay Conditional Uses. All Uses. i~lo strt~cture (temporary or per~0~anent), fill (including fill for roads and le. vees)~ deposit, obstruc- tion, storaDe of mate. rials or eo~uipme~t: or other uses may 'be allowed as Conditional Uses which, acting alone or in combination with existin~o or anticipated future uses, unduly affect the caoacity of th~ flood,.~ay or unduly increase floo~ heiohts. Consideration of the effects of a proposed use shal'l be based on the reasonable assumption that there will be an equal degree of encroachment extending for a significant reach on both sides of th~ stream. In addition, all flood~.:ay Conditional Uses shall be subject to thc standards contained in Section 13-116.3 and the following standards (D-?!): Fill. Any fill or materials proposed to be deposited in the floodv~ay will be allo~.?ed only upon issuance of a Conditional Use P-~rmit. The fill or materials must be shown to have some beneficial purpose and the amount thereof no'~ greater than is necessary to achieve that purpose, as demonstrated by a plan submitted by the o~.mer sho~.:ing the uses to which the filled land ~.~'ill be put and the final dimensions of the propose(! fill or other materials. Fill placed in the floodway shall not increase flood elevations.
