Councilmember Kurak inquired about the time frame of the build-out. Mr. Martini replied the report does not specify a time frame; it is more or less the road map if and when the City decides to do this. It does identify where some of the pressure .is now. As time goes on the cost of construction will increase and the time frame should be looked at as to an increase in tl~e chm'ges. Councilmember Kurak stated she Would think the cost would be more modest. She would like'to know more about the logic of raising that enormous rate. When more units come on line she would imagine the cost would be equalized a litde better. She questioned if it is because the pipe is getting bigger. Assistant Public Works Director Olson explained the size needs to be extended beyond the development. They have found there was not the level of detail in the 1991 comprehensive plan that there was in this one, and they did not lcmow there would be the need for a lift station. This is a much more accurate map than the 1991 plan. .- Jon Peterson of Bolton and Menk, Inc. reviewed the following areas of the Comprehensive Water System Plan: · Water Seia, ice ga'ea Demands · Summary of Existing Water System · Water Supply Projections · Water Supply Issues · Water Treatment · Water Treatment and Supply Alternatives Assistant Public Works Director Olson explained the mitigation requirement for Town Center is three wells. As the Council heard with the previous discussion of the water enforcernent sprinkling ban, the City is getting close to needing to get the wells on line as soon as possible. Councilmember Elvig inquired about the differences between ground water treatment and surface water treatment. Mr. Peterson reviewed the differences in the filtration systems and explained surface water filtration removes biological contaminants. River bank filtration is also used by drilling into the side of the riverbank and pulling the water out of the aquifer under the river.' Tkis system is not as prone to floating by chemicals. Assistant Public Works Director Olson indicated staffhas been planning for this, and they do not want their hands to be tied in the future. The city of Andover went with the ~oundwater filtration. There was discussion about the arsenic level and if the City would be required to put in a treatment facility.
