Councilmember Cook commented it would be more cost efficient and more secure to have the <br />entire water system treated at one place. <br /> <br />Mayor Gamec asked how long it would take to build the water treatment plant. <br /> <br />Mr. Peterson replied the time frame would be two years. <br /> <br />Mayor Gamec stated there are about 100 complaints right now regarding water because people <br />carmot even wash their clothes. This is getting to. be critical and he does not see how much <br />longer they can wait without plmming to get this on line. He noted so much water is being used <br />that the tanks are getting stirred up with no time for the water to settle. <br /> <br />Councilmember Elvig inquired about capacity and if bigger tmn_lcs could be built. <br /> <br />Mr. Peterson replied it is not economical to store enough water for a week; they need to'build a <br />supply and be ready for it. <br /> <br />Mr. Peterson reviewed the following areas of the Comprehensive Water System Plan: <br /> · hnplementation Schedule- 10-Year Capital Needs <br /> · Water System Financing <br /> <br />2) Review Structured Parking Projects <br /> <br />Paul Lutey of LSA Design reviewed the transit demand portion of the parking analysis. He <br />explained the study included the whole City of Ramsey, all of Bm'ns, a piece of Elk River and a <br />piece of Dayton. <br /> <br />Councilmember Elvig inquired about the size of the buses that would be needed. <br /> <br />Mr. Lutey replied a 20 to 25 seat bus would likely be adequate for Town Center if it is m~ming <br />eve~ 10 minutes. <br /> <br />Councitmember Kurak inquired about the possibility of charging for the bus se~wice. <br /> <br />Mr. Lutey explained with a shuttle in a small area like this it is probably better to have a very low <br />fare, like a quarter or 50 cents, or no fare at all due to the administrative costs of collecting the -. <br />fares. <br /> <br />Councilmember Kurak questioned how the bus sera, ice would be paid for. <br /> <br />Assistant Public Works Director Olson indicated part of the amendment to the development <br />agreement suggests that the special service district is a transit se~wice within the Town Center, <br /> <br />Jo Ann Olsen of LSA Desi~ indicated there are ~ants available that may be used for the capital <br />cost of the buses. <br /> <br />-110- <br /> <br />City Council Work Session/July 27, 2004 <br /> Page 4 of 5 <br /> <br /> <br />
