CASE #

REPORT FROM PUBLIC WORKS
By: Public Works Staff

Background:

The Public Works Committee met on Tuesday, July 20, 2004 and discussed the following five
cases:

Case #1

Request for Street Maintenance on 163rtl Lane, Urauimite Street,
164th Lane, Sapphire Street, and 164th Avenue

Background:

City Engineer Jankowski explained the streets on the road segment which includes 163rd Lane,
Uranimite Street, 164th Lane, Sapphire Street; and ! 64th Avenue c~urrently have a dirt surface and
a total length of just over one half mile. There has been a request by one resident on Uranimite '~'
Street to have the alignment of the roadway returned to the center of the right of wayl Dirt
streets tend to migrate over time as a result of plowing, grading and traffic patterns. A proposal
for the cost of survey work and staking necessary to relocate the street to the center of its r/ght of
way has been obtained from Hakanson Anderson Assoc. h~c. This cost is estimated to be
$3,800.00. Mr. and Mrs. Shumway, the property owners requesting this consideration, have
been advised of this topic being discussed on this agenda.

Assistant Public Works Director Olson stated a feasibility study was done to find all the dirt
roads in the City, with a discussion of assessing 50 percent rather than the 100 percent
assessment. The funds were not available due to budget cuts.

City Engineer Jankowski explained there are approximately ten of these projects in the City. The
total cost to complete them all would be approximately $350,000 to $400,000.

Assistant Public Works Director Olson advised one project per year could be completed if the
funds were put back into the program, however, approval would still be needed for the 50
percent assessment. The City cost for this as a joint effort with the neighborhood would be
approximately $30,000.

City Engineer Jankowski indicated the last time a survey was done was back in the mid 1990's,
and the results were close to 50/50. There has not been a request to look at this particular street
since.

Motion to reconnnend the City Council ratify a 50/50 split of the cost of paving the current dirt
surface of the road segments of 167 Lane, Urani.mite Street, 164th Lane, Sapphire Street, and
164th Avenue, with staff to prepare a survey and host a neighborhood meeting after Council
ratification.

Action:

Ratify the recommendation of the Public Works Committee

-259-
