Utilization of thepr'.~nt overkized interceptor <br />storage capacity and programming of pump operations are <br />included in the preferred alternative. Inflow/Infiltration <br />problems of local collection systems should be analyzed'for <br />cost effective removal. The "201" .study is to analyze .Blue <br />Lake and Seneca sludge disposal problems and recommend a <br />solution in the Development Program. <br /> <br />Alternative Waste Management Systems Study is to identify and <br />document on-site systems wastewater disposal problem areas <br />ranging from small clusters to large clusters of homes. Alter- <br />natives for adequate disposal and treatment of sewage are to be <br />developed for these problem areas. Alternatives which provide <br />for extending the Metropolitan sewerage system is not a pre- <br />ferred 'alternative. <br /> <br />The Metro Plant'study is to identify improvements that provide <br />for a retrofit to the original treatment plant of a digital <br />control system, including computer, rehabilitation of the 1938 <br />plant facilities, a completely separate second power supply <br />to insure protection against power failures and a floodproof <br />access road. These projects would be included in the March 1, <br />1979, Development Program. <br /> <br />The Metro plant service area study is to identifY improvements <br />to the East Minnehaha Avenue interceptor in that segment wh~re <br />the interceptor is failing to serve properly. The Battle Creek/ <br />WONE Interceptor Improvement study dealing with the segment <br />from the Metropolitan interceptor to the Tanners Lake area is <br />to be included in the 1979 or subsequent Development Program. <br /> <br />The treatment plant study is to exa3nine various levels of <br />treatment and their cost and benefit to the receiving stream. <br />A three-year record of water quality of the Mississippi River <br />is to be completed before any improvements to the treatment <br />process is implemented. <br /> <br />The System-wide Analysis and Alternatives Assessment study is <br />to analyze and assess on a system-wide basis all of the alter- <br />natives and recommendations for improvements of the system <br />developed in the various "201" studies. <br /> <br />Local cost appropriation and service availability charge are <br />to be the subjects of system-wide studies to identify prob- <br />lems and provide recommendations. <br /> <br />The }~CC shall perform as part of the System-wide Analysis a <br />study of whether to include local costs in the cost-effective <br />analysis and all of the ramifications of doing so~ This study <br />should be completed as soon as possible so appropriate approval~ <br />from all reviewing agencies may be obtained and the subarea- <br />consultants are consistent in handling this matter. <br /> <br />Studies To Be Conducted By The Metropolitan Waste Control <br />Commission <br /> <br /> <br />
