- 101 - <br /> <br />southern Champlin impart some urgency to solution of'this <br />problem. <br /> <br />Water Quality Concerns: <br /> <br />The current NPDES permit is for secondary treatment. Based <br />on the modeling for the Mississippi River, which was not <br />available at the time of the previous studies, secondary <br />treatment for the Anoka service area is adequate to meet the <br />proposed water quality standards. The plant is currently in <br />compliance with its NPDES permit. If industrial pretreatment <br />in accordance with EPA guidelines is implemented, the water <br />quality standards for controlled substances would be met. <br />However, some additional study on the impact and implementation <br />of the pretreatment requirements is needed. <br /> <br />Service Area Changes: <br /> <br />The service area is to be expanded, if the Anoka plant is <br />expanded in the 1980's, to accommodate urban areas in Ramsey <br />as well as in Anoka and Champlin. The service area <br />will b~ Anoka, Ramsey, Champlin and a part of Andover. <br />The flow is estimated to be 4.6 mgd by the year 2000. <br />The An~ka facility will reach its capacity in 1984; <br />however, a solution may be n~eded sooner to remove septic <br />tanks if they are found to be polluting the groundwater. <br />The alternatives to be considered are: (1) expansion of <br />the Anoka plant; (2) phase-out of the Anoka plant to the <br />existing Brooklyn Park interceptor (CAB Interceptor); or <br />(3) total land disposal. This study should carefully <br />examine the impacts on the combined sewer system, <br />effects on the Metro plant, and the impacts on water qualit <br />for each alternative. The ~CC shall present the findings <br />of this study in its March 1, 1980, Development Program. <br /> <br />1981-84 - Construct the appraved alternative. <br /> <br />Construct the second connection'to Ramsey in accordance <br />with the timing as outlined in the cities"approved compre- <br />hensive plans. <br /> <br />1985-89 - No recommendation. <br /> <br />1990-94 - No recommendation. <br /> <br /> <br />
