- 101 - southern Champlin impart some urgency to solution of'this problem. Water Quality Concerns: The current NPDES permit is for secondary treatment. Based on the modeling for the Mississippi River, which was not available at the time of the previous studies, secondary treatment for the Anoka service area is adequate to meet the proposed water quality standards. The plant is currently in compliance with its NPDES permit. If industrial pretreatment in accordance with EPA guidelines is implemented, the water quality standards for controlled substances would be met. However, some additional study on the impact and implementation of the pretreatment requirements is needed. Service Area Changes: The service area is to be expanded, if the Anoka plant is expanded in the 1980's, to accommodate urban areas in Ramsey as well as in Anoka and Champlin. The figures below reflect the service area flows if the expanded plant is built. The service area will b~ Anoka, Ramsey, Champlin and a part of Andover. The flow is estimated to be 4.6 mgd by the year 2000. The An~ka facility will reach its capacity in 1984; however, a solution may be n~eded sooner to remove septic tanks if they are found to be polluting the groundwater. The alternatives to be considered are: (1) expansion of the Anoka plant; (2) phase-out of the Anoka plant to the existing Brooklyn Park interceptor (CAB Interceptor); or (3) total land disposal. This study should carefully examine the impacts on the combined sewer system, effects on the Metro plant, and the impacts on water qualit for each alternative. The ~CC shall present the findings of this study in its March 1, 1980, Development Program. 1981-84 - Construct the appraved alternative. Construct the second connection'to Ramsey in accordance with the timing as outlined in the cities"approved compre- hensive plans. 1985-89 - No recommendation. 1990-94 - No recommendation.
