This creates a nuisance to the residents of the area and it could create serious problems in the case of emergencies. Presently the residents in the area are opposed to providing another access to the area. Therefore, the council could restrict parking along Tungsten.Street N.W. until that street is upgraded to handle parking. Backing of vehicles across a public 'street ii not allowed by Minnesota Statutes and enforcement of those statutes should be made by City Police Department. 11. Presently Tungsten Street N.W. has a bituminous surface approximately 24 feet in width. Due to present traffic and the inadequate structure the street has broken up in several aneas and requires periodic maintenance. Ditches have also been filled in several areas and no provisions for run-off have been made. Therefore, as indicated in our September 5, 1978, letter we would recommend that the street be ultimately constructed in accordance with the City's Standard Urban Industrial Street Section. 12. The proposed building exists in the Mississippi River Corridor Critical Area. Therefore, prior to issuance of a building permit, the site and building must be reviewed by the Minnesota Environmental Quality Council.
