P& Z-1- <br /> <br /> Planning & Zoning <br /> City of Rsmsey <br />County of Anoka <br />State of Minnesota <br /> <br />A snecial meeting of the Ramsey City Planning & Zoning Commission was <br />held on December 1~ 1978 at Rsmsey City Municipal Center~ 15153 Nowthen <br />Blvd. ~i.W. Meeting was called to order by Chairman Ken Peterson at <br />7:35 n.m. with the following in attendance: <br /> <br />A1 Sorteberg Gerry Zimmerman Also present: <br />Ron West Ken Peterson Dexter Marston <br />Art Dunn Kathy Schneider <br /> <br />Chairman Ken Peterson beg~.n the meeting by introducing Dexter Marston <br />and each of the Com..mission members; and then explained that the purpose <br />of the n~eeting was informational to answer questions and receive input <br />in regards to the Mississippi River Critical Area. Plan. <br /> <br />Dexter Marston presented a s!i~e and ta~e preseDtation explaining the <br />purpose of the E.Q.B. and the Land Planning Act~ and then explained that <br />he would be ~oing over each of the enviromental ~o!icies with those <br />~re~ent. <br /> <br />Mr. M~rst. on was asked by a resident specifically whose policies were <br />b~in~ presented, and Mr. Marston e×~lained that they had been written <br />by him ~.fter discussions with the Co~mission. M.r. Marston was then asked <br />if ~.hese discussions had been public, and what was the significance, or <br />was this just justification for deter-.',ined ~ro~.csed changes? <br /> <br />Mr. M.~rsto~ ex~.]_ained that these were not la~,.~s~ just policies~ and that <br />there had already been some suggested changes from the Commission~ and <br />that throug.b additional meetings including the public a final draft will <br />be dotc~mined. It was ~lso stated that all meetings had been advertised. <br /> <br />Dur~n~ presentation of the policies~ residents stated that they felt the <br />wordin~ in regards to slopes indicated to them that there would not be <br />anymore building of walkouts a]_lowed, ~nd that making shoreline protection <br />the r~sponsibilit,y of the owner was Unjust. Another resident stated that <br />he fe].t maintenance was the owners ~esDonsibility and not a hardship. <br />Art Dunn explained about funds e. vai!able through the Soils Conservation <br />Service for lr. ndo;':ners. There was also comment that the policy regarding. <br />replanting ~of trees ~fter public or private construction was too strict. <br />Mr. Msrston briefly exv!sined the difference between the Municipal Shore- <br />l~nd. Standards and EQB gtandards~ along with showing the present and <br />possible changes on m.a~s. The Land Use Policies were read, but no dis- <br />cuss~on occurred. Co~ent from those present indiceted that they felt <br />co~ies of the plan should have been available so that they could have <br />been better prep?red ~o discuss it. .~{en Peterson ex_p!ained that cost <br />was a f~ctor in making co~ies since this was only a draft~ and subject <br />to ch~nge~ but that some copies would be available for those interested. <br />~fen Peterson asked for any additional questions or comments, and as <br />there ~,;e~e none, the meet.in~ ~djourned 9:40 p.m. <br /> <br />Pes~ect ful!y sub.~it t ed, <br /> <br />Y~thleen Schneider <br /> <br /> <br />
