Written comments will be accepted until February 2, 1979. It is suggested that a letter over your signature and/or the Mayor's signature be forwarded to John Boland, Chairman, Metropolitan Council before February 2 (and preferably before January 25) including the following request: "That the language of the 208 document be revised to provide that sanitary sewer service will be made available to Ramsey upon completion of the Anoka portion of the CAB Interceptor consistent with available capacity in the Anoka Wastewater Treatment Plant." This will not assure Ramsey of service availability before 1985, but it appears unlikely that Anoka and Champlin will be able to utilize the excess capacity in the Anoka plant between 1981 and 1985, thus any excess capacity beyond the needs of Anoka and Champlin could be made available to Ramsey. Since the Anoka plant is now owned by the MWCC and the Anoka portion of the CAB Interceptor will be ~wned by the MWCC a strong argument could be made that Anoka and Champlin do not have first rights to any excess plant capacity. Anoka, however, plans to finance the temporary link between the CAB Interceptor and the Anoka plant and therefore would control use of that critical facility. Champlin use, however, will be limited to the capacity of the existing Mississippi River crossings. If you have any questions about the suggested letter, please call.
