TO: Mayor and City Council

FRDM: City Administrator

DATE: January 29, 1979

RE: Scenic and Wild River regulations for the Rum River

Enclosure (1) Letter from D.N.R. dated Janizary 23, 1979
(2) Letter from D.N.R. dated August 18, 1978

1) This question on the Rum River was raised to my attention by Art
Dunn in regards to what the City had on regulations governing the
Scenic and Wild River regulations for the Rum River, He stated the
County wanted a copy of our ordirmnce~ In view of the fact that we
didn't have any regulations on it I contacted D,N.R. and today I
received enclosure (1) along with the regulations, Also, they en-
closed a letter dated August 18, 1978 from D,N..R. which apparently ~,.
bad been ignored by the City of Ramsey, -However, in reviewing en-
closure (1) and (2), I don't think D.N.R. was upset by our ignoring
the contents of enclosure (2) at that time, However, it does appear
that the City of Ramsey will have to take steps now to get in step with
D.N.R. regulations. Consequently enclosure (1) and (2) are enclosed
for your review and action in adopting regulations.

2) They have forwarded to us sample ordinance that we may use in
adopting our regulations but we should sit down with our planners for
Critical Rivers (Dexter Marsten) and our engineer and go over the sub-
ject matter. However, I would like to have some time - at least
several weeks to review the regulations myself and take it before the
Planning Commission for their review prior to talking with our pro-
fessional people.

LGS:sb
