The shorter version could be <br />utilized in conjunction with a comprehensive ordinance. This one may <br />prove more appropriate if you will be working on shoreland and flood <br />plain in addition to wild and scenic rivers. The third model is a <br />guideline for the rural area in Ramsey. <br /> <br />Tom Lutgen, Metro Region, Waters, will be in contact with you sometime <br />this week in regards to shoreland and flood plain requirements. <br /> <br />Although the Mississippi River is under Critical Areas designation, <br />as well as wild and scenic river designation, there was a memorandum <br />of understanding between the Department of Natural Resources and the <br />State Planning Agency on jurisdiction. Essentially, the understanding <br />was that the DNR will not require adoption of the Recreational River <br />standards by Ramsey where the Critical Area regulation requirements <br />are more restrictive. The major problem is that the Mississippi River <br />Regulations (NR 2400) control uses within the Recreational River land <br />use district, whereas Critical Areas do not. <br /> <br />Dexter Marston has been in contact with me in regards to the problem. <br />The decision was to alter the land use boundaries somewhat along <br />Highway 10 to allow for commercial uses and to keep the existing uses <br />from becoming non-conforming uses. However, the permitted and condi- <br />tional uses, allowed within the Recreational.
