Nye, <br />signed a designation order which provided for the inclusion of the Rum River <br />as a component of the Minnesota Wild and Scenic River System. As required by <br />Minnesota Statute, Section 15o0412~ all rules must be reviewed by the Attorney <br />General and printed in the State Register. The above requirements have been <br />accc~nplished and the Rum River designation (.Ntt 2700-2720, copy enclosed) became <br />effective on March 20, 1978. <br /> <br /> The Commissioner based his decision to designate the Rum River on the <br />recon~nendations of the State Hearings Ex~niner, follo:~-ing the five public hearings <br />held last August and review of all the testimony received. A copy of the Hearing <br />Examiner's report is available from this office on request. <br /> <br /> l~innesota Statute, Section 104.36~ states in part that: "Within six months <br />after establishment of a wild~ scenic or recreational river area~ each local <br />goverr~nent containing any portion thereof shall adopt or ~mend its local ordi- <br />nances and maps to the extent necessary to comply with the standards and criteria <br />of the commissioner and the management plan". In the case of the Rum River, this <br />statute requires that all ordinance ~nendment work be completed by no later than <br />September 20~ 1978. To date, I am not aware of the City of Ramsey adopting the <br />appropriate land use regulations outlined in the rules and regulations (NR2700-2720) <br /> <br /> In addition, the Metro Region (Region VI) Waters staff has been assigned the ] <br />implementation of the municipal shoreland and flood plain progra~ms. Minnesota 'ii~..i <br />Statute 105.485 requires each community having shorelands within ..its corporate ~:~ <br />limits to amend its existing ordinances within one year after the Con~m. issioner of <br />Natural Resources notifies the community its existing ordinance(s) are not compliant <br />v~th Standards and Criteria for the Manao~ement of Shoreland Areas of Minnesota <br /> <br />(copy enclosed). This will require the City of Ramsey to submit all existing <br />zoning~ subdivision, and other development related ordinances/codes to this <br />office within 30 days from the date of this correspondence for our review for <br />compliance. <br /> <br /> I have enclosed the preliminary municipal shoreland classification data for <br />those public water basins and water-courses which will require regulation within <br />a municipal shoreland ordinance. I have also enclosed suppl~nentary reports <br />(No'd l~ 5, and 6) and a number of model ordinances which explain the municipal <br />shoreland program. Within 60 days from the date of this correspondence~ the city <br />should review these preliminary lake classifications and submit any requests f.or <br />reclassification to this office.
