Arnold Cox, Mayor <br />August 18, 1978 <br />page- 2 <br /> <br /> I would also like to point out that the City of Ramsey can anticipate a <br />future requirement to adopt flood plain zoning regulations pursuant to the cityTs <br />enrollment in the National Flood Insurance Program. This will necessitate the <br />city to adopt flood plain zoning regulations consistent with Statewide Standards <br />and Criteria for Mana~nent of Flood Plain Areas of Minnesota and Federal <br /> <br />Regulation 1910.3 (d). <br /> <br /> Because of staff limitations, this office will not be able to actively assist <br />the city in adopting singular wild and scenic river zoning regulations prior to <br />the Sept. 207 1978 deadline date. It is the intention of this office to work <br />with the city on a coordinated land use ordinance effort such that ~¢ild and <br />scenic river zoning regulations, municipal shoreland regulations, and flood <br />plain zoning regulations (if applicable) b-ill be completed in the time frame <br />established for municipal shoreland regulations and this office will be able to <br />assist the city in this extended time fr,--ne. <br /> <br /> This office should be apprised of the city's intended course of action in <br />adopting wild and scenic river zoning regulations within 30 days from the date of <br />ti, is correspondence. If the city decides to adopt only wild and scenic river <br />regulations immediately~ this office -will make every effort possible to offer <br />assistance. <br /> <br /> These zoning changes are the only requirement of the Wild and Scenic River <br />designation which require action by your con~n_.~.unity. However~ the DNR is charged <br />w5th carrying out the scenic easem._ent acquisition and recreation development <br />portions of the >lanag~nent Plan. DNR personnel have already begun contacting <br />potential willing sellers of scenic ease~ments and recreation sites. Should <br />riverside landowners in your area expr. ess an interest in donating or selling a <br />scenic easement, or if they have quest"..ions about the program, please refer them <br />to Paul Swenson (Division of Parks~ Rix}ers Section) at 296-4784. <br /> <br /> Recreation development of the potential sites listed in the Management Plan <br />will begin as soon as feasible. Much of this development will depend on locating <br />williqg sellers of land for such a purpose. <br /> <br /> Due to the concern about possible overuse of the river which x, as expressed by <br />both the Advisory Council and other people from your area, regulations have been <br />adopted which require that any proposed public or private (cormmerica!) recreation <br />development, other than those listed in the Plan~ x~ill need the -written approval <br />of the DNR before it may be developed. Please be advised that this x, ill include <br />any city or county sponsored recreational facilities which were not addressed in <br />the Management Plan. <br /> <br /> <br />
