-2- <br /> <br />whether or not the street, as it presently exists, could handle the w~ight of the <br />trucks presently using it as well as the additional trucks. The residents pointed out <br />that it has been their experience that the semi-trucks backing into and across the <br />road cause traffic blockage. Mr. Grosslein stated that this situation would not <br />improve with the additional building. It was pointed out by the residents that generally <br />the most problem exists in the early morning when the trucks leave the warehouse. It <br />was also noted that it is necessary for the buses which serve the area to back across <br />the road in order to turn around. It was brought to the staff's att~htion by the <br />residents that presently Grosslein uses city right-of-way for truck parking, etc., and <br />there was much concern frc~ the residents concerning the trucks parking on the roadway, <br />which is Tungsten Street. <br /> <br /> 3. The question of drainage was brought up. The staff explained in .response to <br />the Dickenson's question that Grosslein was not obligated to provide a drainage area <br />for the neighbors run-off. That it was necessary only for him to take care of his own <br />drainage. It appeared to be initially the opinion of one or more of the residents <br />that since the proposed site was a lc~ area in the area which accepted drainage run-off <br />that the owner was obligated to ret~{n this area for future run-off. The st~ff pointed <br />out that this was not the law and would not be the city's position on this matter. <br />Engineer Raatikka discussed the various drainage alternatives with the residents and <br />Mr. Grosslein, and he was to study this aspect of the question further. The drainage <br />question as it relates to the entire area was discussed as well, and the discussion <br />in this area was not necessarily limited to the proposed building and their requested <br />variance. <br /> <br /> 4. The staff advised the parties that since this property is located within the <br />Critical Rivers Corridor before the city issues a building permit the matter must be <br />reviewed by the Environmental Quality Council. For that reason, the staff has forwarded <br /> <br /> <br />
