-2-

12. Politics vs. planning:
a) Often conflict .... but also solved
b) Communities need to realize importance of having a "balanced" planning commission
so all interests are represented.

c) A community's comprehensive planning is no better than its.ability to enforce it.
How can a community ensure enforcement and do it effectively?

21. Suitable rural land uses:
a) Home occupations: individually and at a very small scale. Generally they pose few
problems in the rural area. Their multiplication and expansion, however, do create
serious problems. This factor needs to be more fully discussed.

b) Hotels and motels: generally considered unsuitable in the General Rural Use Area,
but can they be considered suitable as part of a highway service node?

c) Service implications of unsuitable rural land uses: communities need to be aware of
the impact of such uses on their service capabilities and costs.

22. New and potential rural residents: often have false hopes and expectations of the
"rural life-style". They need to be aware of the realities and responsibilities of
rural living.

During its discussion of nuts & bolts issues, the group indicated additional points that should
be covered during upnoming discussions.

County and to~nship conflicts:
a) Exist because of county's ability to override township's zoning ordinance, building
permits, etc, County should have jurisdiction over just those things of county
significance, while townships should have jurisdiction over those things of appropriate
to~.mship significance.
b) Collectively to~,mships have potential political power, but individually have nothing.
Problems might be better solved collectively.

Group, members were asked to consider possible solutions or recommendations to these additional
nuts & bolts items along with the original list for the next meeting.

The meeting was adjourned at 1:35 p.m.

jo:tv
7.24.78
