METROPOLITAN COUNCIL <br />300 Metro Square Building, Saint Paul, Minnesota 55101 <br /> <br /> Rural Area Task Force <br /> <br /> Minutes of the <br /> <br /> GENERAL RURAL USE REGION COMMITTEE MEETING <br /> <br /> July 14, 1978 <br /> <br />MEMBERS PRESENT: Crosswhite, Klein, Murphy, Schmokel, Siniff, Ray Swanson - Chair, <br />Dick Swanson, Theis. <br />MEMBERS ABSENT: Baldwin, Booren, Jerich, Karth, Levi, Lyons, Nereson, Orning, Scherman, <br />Sannerud, Ylitalo. <br />OTHERS PRESENT: Robert Lind, Alda Peikert. <br /> <br />The meeting was called to order by Ray Swanson at 10:10 a.m. Minutes of the June 23 meeting <br />were accepted as written. The subcommittee decided to meet as one group for the reviewal and <br />adoption of the recommendations submitted from both the Rural Life Style & Services Work group <br />and the Local Controls and Administrative Requirements work group. <br />RECOMMENDATIONS ON LOCAL CONTROLS & ADMINISTRATIVE REQUIREMENTS <br />Mary Abdul-Rahman, staff, introduced and distributed revised recommendation proposals for the <br />Local Controls and Rural Life Style work group. Group members were then asked to review and <br />comment on these recommendations. In response to these recommendations, the following changes <br />were made, as underlined: <br />Finding II <br /> <br /> Recommendation 5: County and regional professional planning assistance to rural <br /> communities should be continued and made available to rural <br /> communities at their request. <br />First Finding IV should be changed to Finding III on page 2 of the revised recommendations. <br /> <br /> Finding IV <br /> <br /> Recommendation 8: (last line) ...community education, input, and continued involvement <br /> in the planning process. <br /> <br /> ~rhe group commented on other parts of the recommendations indicating some changes and additions <br /> were necessary. Staff will revise the recommendations and present them for final adoption <br /> at the next meeting, July 28, <br /> <br />RURAL LIFE STYLE AND SERVICES RECOMMENDATIONS <br />Recommendations were reviewed and discussed. The following comments and changes were made as <br />underlined: <br /> Finding 2 <br /> <br /> Point #4: The Metropolitan Council standards for lot sizes or densities in the rural area <br /> should be stated in relationship to certain planning goals that may be selected <br /> by a rural community, and applicable technical data. <br /> Finding 10: Under key assumptions: <br /> It is also separate from highway business nodes that may be designated at appro- <br /> priate locations adjacent to major highways. <br /> <br />RURAL LIFE AREA - SUITABILITY OF LAND USES <br /> <br /> III. Conditional - severe service implications <br /> 13. Commercial animal training, animal boarding kennels, veterinary clinic. <br /> IV. Not suitable <br /> (These are uses which are not compatible with the rural life style, have severe service <br /> <br />implications, and are usually most appropriate in rural centers and sewere~ areas where <br />traffic control and other services can be provided in an efficient manner.) <br /> <br />In response to additional comments from the group, staff will make additional revisions of the <br />recommendations and present them for final adoption at the next meeting, July 28, <br /> <br />"Nuts & Bolts" Issues for the new work group on the rural planning process <br />The proposed list of nuts and bolts issues was reviewed and accepted with the following additions: <br /> 1. Comprehensive planning: <br /> a) Part of local .... "develop"/grow. <br /> <br /> b)Frustration occurs between local officials and citizens because of citizen apathy <br /> in planning process, until it affects them personally. <br /> <br /> <br />
