PART I. TRAILS: DEFINITIONS AND SYSTEM CLASSIFICATION <br /> <br />Trails vary as to types, sez-vice area, modes of use and function. In the 1974 <br />Policy Plan, trails are generally defined as "linear parks" that are "areas <br />developed for one or more varying modes of recreational travel such as hiking, <br />biking, snowmobiling, horseback riding, cross-country skiing, canoeing and <br />driving." <br /> <br />In this Policy Plan Amendment, trails will be defined and classified as follows: <br /> <br />General Definitions <br /> <br />Trails: A corridor established to primarily serve the recreational activities <br />of hiking, biking, cross-country skiing, snowmobiling, horseback riding, <br />boating, and driving. <br /> <br />Local Trail: A single or multi-use corridor to serve the recreational and/or <br />transportation trail needs of a community. Local trails serve a limited <br />proportion of the Metropolitan Area. They are characteristically within the <br />boundaries of a county, may be for transportation between areas such as shop- <br />ping areas, schools, local parks, and housing developments and are governed <br />by local or county ordinances. Local trails should, where feasible, connect <br />to regional and state trails. <br /> <br />Regional Trail: A single or multi-use corridor to primarily serve the <br />recreational trail needs of the Metropolitan Area with consideragion given <br />to transportation concerns. <br /> <br />Regional trails serve all or a major proportion of ~he Metropolitan Area. <br />They primarily serve recreational purposes, emphasize multi-use or <br />multi-seasonal use, connect elements of ~he Regional Recreation Open Space <br />Plan, state recreation areas and/or major river; and have a uniform set <br />of governing ordinances. <br /> <br />State Trail: All of that land contained within the area designated as a <br />state recreational trail by the Commissioner of Natural Resources. <br /> <br />State trails are designated by the Legislature and are planned, <br />acquired, developed and operated by the Minnesota Department of <br />Natural Resources or the Minnesota Department of Transportation. <br />Presently these trails in the Metropolitan Area include the Luce <br />Line, Minnesota River Valley Trails, and the County View Bicycle <br />Trail. <br /> <br />5, Private Trails: A recreational trail either owned, leased, or permission <br /> granted for use by a private trail user group. <br /> <br />Private trails in the Metropolitan Area are largely developed and used by <br />cross-country skiing clubs, snowmobile clubs, horseback riding clubs and <br />bicycling clubs. <br /> <br />Treadway: The physical ~rail surface as opposed to the entire corridor. <br /> <br />Regional Trails System Segment: The ~rail corridor connecting one regional <br />facility and a regional recreation resource, a part of but not the entire <br />trail loop. <br /> <br />Trailhead: An access to a regional trail which may include a parking <br />area, toilets and other support facilities. <br /> <br />-2- <br /> <br /> <br />
