Objectives <br /> <br />Consistent with this goal, the following are objectives for the Regional <br />Trails System: <br /> <br />I. To provide a system of regional trails that will link components of the <br /> Regional Recreation Open Space Plan and/or natural recreation resources. <br /> <br />2. To provide a system of regional trails for recreational use with con- <br /> sideration given to transportation. <br /> <br />3. To provide a system of regional trails that will coordinate and encourage <br /> the connection of existing and planned trails with other governmental <br /> units. <br /> <br />4. To construct regional trails that utilize natural systems, particularly <br /> river and stream valleys, while minimizing the disruption to these natural <br /> systems. <br /> <br />5. To provide a system of trails that are safe, enjoyable, and accessible to <br /> metropolitan residents. <br /> <br />6. To provide a system of trails that meets the varying needs of differing <br /> uses. <br /> <br />Policies <br /> <br />The existing Regional Recreation Open Space Plan contains policies that govern <br />all regional recreation areas as well as specific policies for regional trails. <br />This section is to amend and expand on those policies that pertain specifically <br />to regional trails. In conjunction with the policy plan update, these policies <br />will be reviewed at least every four years. The priorities for acquisition <br />and development will be also reviewed in the annual update of the capital improve- <br />ment program. As a result, the regional trails plan will be able to reflect the <br />most current information available on the changing needs and priorities of ~rails <br />and trail uses. <br /> <br />POLICIES <br /> <br />For an area to be considered for designation as a re.~ional trail,..it shall.. <br />connect elements of %he Re~tonal Recreation Open. Space Plan, and/or a major <br />~iver corridor be a'~ajor river corridor, or connect federal and state <br /> <br />recreational areas. <br /> <br />This policy refers to the regional recreation areas defined in the Regional <br />Recreation Open Space Policy Plan including regional parks, regional park <br />reserves, and regional special recreation use sites. The major rivers referred <br />to are the Minnesota, Mississippi, St. Croix, Rum, Crow and Vermillion. <br />Federal and state recreation areas include the Minnesota Valley National <br />Wildlife Refuge; state designated trails (Lute Line, Country View, Minnesota- <br />Wisconsin Boundary Trail, etc.); state parks including Fort Shelling, <br />William O'Brien, Alton; and state wildlife management areas such as Carlos <br />Avery. The basic philosophies of the policy are ~o remain consistent with <br />the objectives to provide a system that is reasonably accessible to people, <br />consistent with other regional components, and a system that coordinates <br />connection of regional and state lands. <br /> <br />Trail uses on a regional trail shall not terminate exceot at regional <br />recreation areas, major recreation resources, state or ~ederal <br />recreation la~ds~ <br /> <br />-4- <br /> <br /> <br />
