The philosophy of this policy is that modes of uses will be consistent <br />on any segment and will not change in the middle of the trail corridor, <br />such as at county or municipal lines. <br /> <br />The Mety0pqlitan Parks and Open Space Commission will actively promote <br />coordination of the Regional Trails System with other agencies. <br /> <br />The Metropolitan Parks and Open Space Commission, acknowledgin~ the <br />Mississippi Kiver~'~ ~t~cal Ar. ea deSim~nati~n, will promote and assist <br />in the development of a'cOordinated trail Plan for the MissisSippi <br />River Trail Corridor. <br /> <br />Policies 3 and 4 are key policies in the coordination and implementation <br />of the regional trails plan. Through these policies the Metropolitan Parks <br />and Open Space Commission will help coordinate the planning and imple- <br />mentation of the trails through the following typical methods: <br /> <br />review of municipal comprehensive plans <br /> <br />coordination of implementing agencies' trail plans <br /> <br />c. review of master plans <br /> <br />d. funding of regional trails <br /> <br />coordination of other trail planning agencies, e.g., Department of <br />Natural Resources, State Planning Agency, Minnesota Department of <br />Transportation, U.S..Heritage Conservation and Recreation Service, <br />U~S.' Department of Fish and Wildlife. <br /> <br />5. Rules and Regulations governin~ regional trails and desigBated uses shall <br /> be uniform and consistent throUghout'the entire system. <br /> <br />6. Ail trail signing shall be standardized and where applicable consistent <br /> with state Standards. <br /> <br />Regional trails should be identified by appropriate standardized signs. <br />Other signs, as applicable to trail uses, should follow the format used <br />by the Minnesota Department of Natural Resources. Presently, the DNR <br />has established signing for snowmobiling trails and bike trails. Sign <br />standards should be designated for the other trail uses as well. <br /> <br />Joint powers ~r.gements shall be completed bet-ween the implem~n, ting <br />agency and all local 8overnmenCs affected b~.,a resion~l trail before <br />trail acquisition funds are disbursed by the Metroooliten Council. <br /> <br />Since many regional trails will be routed through several local units <br />of government, joint powers agreements with the implementing agency <br />and local governments are essential in determining responsibilities <br />for all phases of trail planning, development and opera,ions. Joint <br />powers agreements serve local governments, the implementing agency and <br />the Metropolitan Council by: <br /> <br />-Giving local governments the opportunity to participate in regiouat <br />trail planning and development. <br /> <br />-Serving as an instrument of official consent for establishing the <br />regional trail, e.g., land acquisition. <br /> <br />-Determining responsibilities of the implementing agency and local <br />governments for maintaining and operating a regional trail. <br /> <br />Public participation. , shall be solicited, in creatin~ trail ,master plans . <br />Special effort should be made to communzcate with potential trail users <br />to ~ssure that trail's serve 'r&creational needs, and with adjoinin~ <br />land owners so to minimize adverse affects. <br /> <br />-5- <br /> <br /> <br />
