In terms of regional trails, therefore, pleasure driving is <br />acknowledged as a trail activity. In terms of the system priorities <br />and funding, it is necessary to determine the recreational use and <br />demand compared to the ~ransportation use. <br /> <br />Criteria for determining the recreational use versus the transportation <br />use of a parkway: <br /> <br />a. The degree of access from adjacent residential areas to the parkways <br /> (less access indicates a higher degree of recreational use). <br /> <br />b. The degree to which the parkway serves as an 'edge' (boundary) for <br /> public use areas of a regional park. <br /> <br />Specifically, parkway or road elements that contribute to the function <br />of recreation include items such as: <br /> <br />a. pedestrian walkways <br /> <br />b. bicycle routes and paths <br /> <br />c. landscaping <br /> <br />d. trail support facilities including restr~oms, telephones, drinking <br /> fountains and information signs. <br /> <br />Other parkway or road elements that would need to be analyzed in terms of <br />recreational value and degree of funding eligibility include items such as: <br /> <br />a. utilities, e.g., storm and sanitary sewer, water, electricity <br /> <br />street lighting <br /> <br />curb and gutter <br /> <br />d. road base and surfacing <br /> <br />PART III. REGIONAL TRAIL SYSTEM PLAN <br /> <br />Purpose <br /> <br />The regional trails system is designed to provide trails to meet an increasing <br />demand for linear recreation activities. Presently, most of the trails in <br />~he Metropolitan Area are either locally oriented, fragments of trails used <br />by private clubs, or short looped trails within parks. The purpose of the <br />regional ~rails plan is to reasonably meet the demand for regional trails in <br />the Metropolitan Area. <br /> <br />Resource and Site Qualifications <br /> <br />Regional trails can basically be divided according to routing site characteristics <br />by natural resource features and by man-made features. <br /> <br />1. Natural Features <br /> <br />Trail corridors should be routed to take advantage of natural corridors <br />such 'as: <br /> <br />a. drainageways <br /> <br />b. streams and creeks <br /> <br />c. rivers <br /> <br />d. wooded areas (tree lines) <br /> <br />e. marshes <br /> <br />-7- <br /> <br /> <br />
