(Concurrent development on these <br />parcels is not necessary.) <br /> <br />Abandoned railroad rights-of-way that meet priorities lc -IIIa and the <br />following criteria: <br /> <br />--recreational use of the right-of-way does not conflict with The <br /> Development Framework Policy Plan. <br /> <br />--A major portion of the rights-of-way has natural, scenic or historic <br /> amenities adjacent to it. <br /> <br />Regional trail corridors along the six principle rivers based on the <br />river's regional significance. <br /> <br />1. Mississippi River <br /> <br />2. Minnesota River <br /> <br />3. St. Croix River <br /> <br />4. Rum River <br /> <br />5. Crow River <br /> <br />6. Vermillion River <br /> <br />IIa. Regional trail corridors connecting regional parks and park reserves <br /> the principle river trail corridors based on the river's listed in Ia. <br /> <br />IIb. Regional trail corridors connecting those regional parks and park reserves <br /> listed in IIa. <br /> <br />IIIa. Regional trail corridors connecting those regional parks and park reserves <br /> that are not connected to principal river trail corridors. <br /> <br />Acquisition and development should be done concurrently to insure the creation of <br />a viabile trail system that can serve immediate recreation needs. For instance, <br />a trail project that connects three regional parks should be acquired and <br />developed to connect two parks before land is acquired and developed to connect <br />the third park. Exceptions to this guideline are allowed when key parcels are <br />threatened by incompatible land-uses that would effectively block the only <br />feasible trail alignment. <br /> <br />Purchase of abandoned railroad rights-of-way that meet the criteria in Priority <br />Ih. are an efficient and economical means of establishing regional trails <br />since the rights-of-way serves as an existing "trail alignment" and the land <br />is acquired from only one owner. Acquisition of these rights-of way is given <br />high priority because if they are not purchased for public use within six months <br />of abandonment, the rights-of-way can be divided and sold. <br /> <br />POLICIES <br /> <br />11.
