In the Capital <br />Improvement Program park funding and trail funding are separated. By defining <br />the conditions of what would be developed within the two funding areas, it <br />is impossible go allocate requests accordingly in the Capital Improvement <br />Program. <br /> <br />13. ,When JudKments must be made between regional trail projects within a single <br /> priority~ decisions will be based on the following criteria: <br /> <br />-The degree to which the project will be compatible with other policies <br />of ~he Regional Recreation Open Space Plan. <br /> <br />-The degree in which the particular trail will serve in creating <br />a viable regional trails system. <br /> <br />-The ~rail's location with regard to ~he planning areas. <br /> <br />-Expected use of the trail. <br /> <br />When a trail segment is located in more ~han one planning area, it shall be con- <br />sidered in ~he priorities according to the more developed planning area. In the <br />system plan, several trail segments are located in more ~han one planning area <br />(Fully Developed, Urban Service Area, Rural). Policy 13 establishes how ~hese <br />trail segments will ~hen be considered according to the priorities. For instance, <br />if a trail corridor is within the Urban Service Area and Fully Developed Area, <br />it would receive a priority based on the Fully Developed Area. <br /> <br />-19- <br /> <br /> <br />
