P&Z-1- 2/20/79 Planning & Zoning City of Ramsey County of Anoka State of Minnesota A continuation of the February 5, 1979 Regular Planning & Zoning Conmission was held on Feb~mry 20, 1979 at Ramsey City Municipal Center, 15153 Nowthen Blvd. N.W. with the followhlg in attendance: Kenneth Peterson Kathy Schneider Brad Bodle A1 Sorteberg Art Dunn Also present: Lloyd Schnelle, City Adm, Peter Raatikka, City Eng. Critical Rivers Dexter Marston was present to go over the policy statements pertaining to the Public Facilities Section of the Plan. Art I~n~n suggested that Policy #1 include language to cover acquiring scenic easemants along bluff line in all areas. Dexter Marston agreed that this would be a valid idea. In regards to policy #2 pertaining to trail systems, Ken Peterson asked how we would reach agreen~ntwith developers. Dexter Marston stated that the subdivision ordinance should have the language, plus the trail system should be specifically stated in the Comprehensive Plan. Peter Raatikka questioned who would pay for the trail system. Dexter Marston explained that inmost cases, the City would acquire right of way at platting time as dedication~ and pay cost of construction themselves, with the possibi!i~- of grant monies. Art Dunn asked about recomnendedwidth, Peter Raatikka suggested six feet, and Dexter ~.larston stated that six feet minimum for bike path and 10 feet for a combined pedestrian and bike path, The consensus of the Commission was that the report should make reference to a right-of-waywidth, and Dexter Marston stated that he would check into this, John Lichter from the P & R Conrmission questioned the wording "shall be bitum- inous'' and it was the consensus of the C~ission that this policy should be reworded, to allow flexibility. Mr. James, 275 Yoho Drive was present in regards to the Shenk property, and asked the required setbacks & setback figures. There was discussion in regards to the' fact that with 2.5 acre lots and 200 feet frontage, the lots would be extremely deep, and unless path ran through the property, they ~uld be quite a distance from the river. In regards to #6 referring to a collector street south of Hwy#10, it was pointed out that the wording used was "iDvestigate" since as Art Dunn suggested that there°would not necessarily be enough density to warrant such a street. Mr. James asked if snownmbiles would be allowed on the trails, and Dexter Marston stated that the plan addresses only non-motorized traffic.
