As Ramsey does not have aWild and Scenic River ordinance, <br />we do not have the authority to approve or disapprove uses within the recreational <br />land-use district, we can only make suggestions. The EQB and State Planning <br />Agency have the state monitoring and review authority as per Critical Areas <br />designation. <br /> <br />There are three reasons why the DNR will not oppose the project: <br /> 1. The area proposed for this development is already heavily commercialized, <br /> thus the proposed project would be relatively consistent with prior <br /> development; <br /> <br /> 2. The project would not be visible from the river; and, <br /> <br /> 3. There has been sufficient provisions taken for timiting runoff to a minimum. <br /> <br />However, I have some reservations in regard to the potential conflicts which may <br />occur with the adjacent residential areas. The increase in truck traffic on <br />Tungsten Street (the only entrance and exit for Rivelyn Avenue) to and from the <br />new facility could pose a safety hazard for the residents along RJvelyn Avenue. In <br />addition, the new facility, during the construction phase and during actual <br />operations~ would increase the noise and nuisance levels fo.r the residents. <br /> <br />I offer some suggestions which may help to alJevJate the above problems, if the <br />building permit and/or variance are issued: <br /> <br />o <br /> <br />Grosslein could try to obtain a road easement, perhaps from the <br />International Mobil dea]er~ to create a by-pass for the trucks to use. The <br />by-pass could enter the loading area via the International dealer's entrance <br />and continue along the east side of the proposed facility. I~ this in not <br />feasible, then the road should be upgraded by Grosslein and a turn-around <br />area large enough for trucks should be established away from Tungsten <br />Street. <br /> <br />Bream may be placed along the west side of both lots utilized by Grosslein. <br />In addition the bream be landscaped. Also the landscaping along the west <br />and south sides of the new facility be a heavier and densier cover ol spruce~ <br />juniper etc. than suggested in the site plan to aid in eliminating noise <br />generated by operations.
