CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A special meeting of the Ramsey City Council was held on February ~5, 1979,
at the Ramsey Municipal Center, ~5153 Nowtben Blvd., Ramsey, Minnesota 55303.

Mayor Gamec Called the meeting to order at 7:50 P.M. and led in the Pledge
of Allegiance to the Flag.

Mayor Gamec
Co~mc~lman Micke]son
Co~mcilman Reimann

Also Present:

City Administrator Schnelle
City Engineer Raatikka

Member Absent: Councilman Cox

Mr. Dick Carson of Carson Homes, Inc. was present to discuss with the Council
his proposed'F]intwood Hills #2. The proposed area is located between Highway
~47 and County Roads #5 and #57.

Mr. Carson presented two different sketch plans to the Council for their review.
One showed the area platted off in approximate acre lots and the second plan
showed the lots divided ~ccording to the urban plan. Each lot was approximately
one ~h~rd of an acre in the urban plan.

A d]~cn~s~on was held on the possibility of sewer and water coming into the
area in the near foture. It is felt the public utilities are sometime into
· the future yet but m~st be considered at the present time. There was some
concern over the payment of the utilities, however, it would be the respon-
sibility of the homeowner to pay the assessments.

Mr. Carson was aksed about the roads in Flintwood Hills #2 and he stated they
wo~]d be blacktopped right away the same as be had done in Flintwood Hills #1.

A d~sc~ss~on on the required trees for a buffer zone between the two additions
fo]lowed. It was felt the trees could be planted between the residential area
and the UB and UMB areas adjacent, to Flintwood ~ills #2.

Park ]and was mentioned and Mr. Carson stated he had given enough land when
he platted Flintwood Hills #1 and did not feel he would be required to have
to give any more.

It was stated that' in selling lots in Flintwood Hills #2 the buyer would have
the option of buying three lots and only allowed to build on one or only pur-
c]~ase one ]ot and Carspn Homes would hold title on the other two. The other
two wo~]d be designated unbuildable lots in any case until such time as public
utilities were available and it would then be rezoned and the other two lots
could be sold. This would be stated in the deed restrictions.

It was the general concensus of the Council they preferred the plan on Flint-
wood Mi]is #2 for the urban development plan and stated Mr. Carson should be
placed on the March 5, ~979 Planning and Zoning agenda for public hearing on
preliminary plat approval and then be on the March 12, 1979 Council meeting
for Council approval.
