Motion carried 5-0 A1 Sorteberg abstained Case of Rober~ Brownn - Land Locked Parce~ Th~s individual owns a parcel of land that is landlocked, which is prevent- ing him from constrncting a home. Mm. Schnelle checked with the City Attorney, and there is nothing the City can do about this matter. T[erra Estates, Inc. - Proposed sketch plan: Along Armstrong between 161st & 167th A proposed sketch plan was presented showing 200 acres with 49 2,5 acre minimum lots and 31 acres of park dedication along both sides of~ trott brook, and using existing ponds for drainage areas with drainage easements on all water ways. Ken Peterson explained that w~en talking with the Park Commission, t~ey were concerned with access to the park land, and suggested that the preliminary indicate'an area suitable for parking off of~the actual roadway, Ron West pointed out that this park Rand is part of the'.-city's~-greenbett'area-~ and overall trail system of the future, and also questioned whether the Highway Dept. had been contacted yet since ~83 has several blind spots which will have to be considered. Discussion of responsibility for upgrading 161st was briefly discussed. Art Dunn stated that when the developers were figuring adequate area ~or sewers, slopes must be taken into consideration. The concensus of the Commission was for the developer to proceed with the preliminary for the March meeting. Roland Looyen- Sketch Plmn: Mm. Looyen was present with a sketch plan for the corner of 167th g ~5 and explained how he has al_ready paid one park fee when he built his home, Mr. Clifton L, Morse was present and Jtated that he did not have any plans for the adjacent property which he owns. (in the near futd~e) A1 Sorteberg stated that he would like to see soil borings since he is pretty sure there is an area if clay on the property. Ron West suggested Mr. Looyen obtain soils testing before going to any more expense with a preliminary ,
