window for customers to pick up prescriptions and the TC-2 District requires a Conditional Use <br />Permit (CUP) for uses with a drive-thru. <br /> <br />Community Development Director Frolik explained the Ramsey Town Center project is designed <br />to be a mixed-use, pedestrian friendly development. As a result, uses with drive-thrus have a <br />potential to be incompatible with the intent of the Ramsey Town Center; therefore, these types of <br />uses are permitted only as a conditional use in certain areas of the Town Center so that they may <br />be reviewed for their compatibility. <br /> <br />Community Development Director Frolik advised that the drive-thru will be located along the <br />western side of the building away from the main parking area and will have a dedicated lane for <br />people to use to pick up prescriptions. She indicated the users will then circulate back into the <br />main parking area and out of the development. <br /> <br />Community Development Director Frolik stated City Staff recommends approval of the <br />conditional use permit to allow for the drive-thru for pharmacy operations as part of the proposed <br />grocery store located in the Ramsey Town Center. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Brauer, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd, and <br />Watson. Voting No: None. Absent: Commissioners Jeffrey and Van Scoy. <br /> <br />The public hearing closed at 7:56 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 7:56 <br />p.m. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Watson, to recommend the City <br />Council adopt Findings of Fact favorable to Ramdance LLC's request for a Conditional Use <br />Permit to operate a drive-thru for pharmacy operations associated with a proposed grocery store <br />in the Ramsey Town Center development. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Watson, Brauer, and <br />Shepherd. Voting No: None.
