Motion by Commissioner Johnson, seconded by Chairperson Nixt, to recommend the City <br />Council approve the Conditional Use Permit request based on the findings of fact, and adopt a <br />resolution declaring terms of same. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd, and <br />Watson. Voting No: None. Absent: Commissioners Jeffrey and Van Scoy. <br /> <br />Case #7: <br /> <br />Public Hearing - Request for Conditional Use Permit to Operate a Car Wash <br />in the TC-2 Zoning District; Case of Ramdance, LLC <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:57 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:57 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that the City received an application from <br />Ramdance LLC for a site plan to construct a 53,000 square-foot grocery store in the Ramsey <br />Town Center. She indicated the site plan also indicates a separate building that will function as a <br />car wash and TC-2 District requires a Conditional Use Permit (CUP) for car washes. <br /> <br />Community Development Director Frolik explained the applicant is proposing to construct a <br />commercial car wash adjacent to a proposed grocery store in the Ramsey Town Center. She <br />stated that commercial car washes have a potential to be incompatible with the intent of the <br />Ramsey Town Center and, therefore, these types of uses are permitted only a conditional use in <br />certain areas of the Town Center so that the may be reviewed for their compatibility. <br /> <br />Community Development Director Frolik stated the proposed car wash is 1,777 square feet in <br />size and is intended to serve as an accessory use to the proposed grocery store. She advised the <br />exterior of the car wash will consist of EIFS material integrally treated with color, brick veneer, <br />smooth face aggregate and pre-finished metal accents. She noted the car wash will be located <br />along the eastern side of the grocery store away from the main parking area and will have a <br />dedicated circulation lane for customers to enter and exit the car wash. She explained that users <br />of the car wash will then circulate out of the development onto Zeolite Street or back into the <br />main parking area within the development. <br /> <br />Community Development Director Frolik advised that City Staff has reviewed the proposed car <br />wash associated with the proposed grocery store and finds that it is compatible with the intent of <br />the Ramsey Town Center development and is positioned properly to function within the <br />development with respect to traffic circulation. As a result, Staff recommends approval of the <br />conditional use permit to allow for the construction of a commercial car wash as part of the <br />proposed grocery store located in the Ramsey Town Center. <br /> <br />Planning Commission/July 12, 2004 <br /> Page 10 of 15 <br /> <br /> <br />
