5:00 P.M. <br />March 28, 1979 <br /> <br />The Council Personnel Committee met at the above time and date at Ramsey <br />Municipal Center. Present at this meeting were the following: <br /> <br />1) Personnel Committee <br /> <br />Councilman Arnie Cox <br />Councilman Gary Reimann <br /> <br />2) Others in attendance: <br /> <br />City Administrator Lloyd Schnelle <br />Building Official Clayton Berg <br /> <br />The purpose of this meeting was to cover areas pertaining to personnel nran- <br />agement, etc. within the City Personnel structure. The following items were <br />discussed at this meeting: <br /> <br />1) Police Overtime and Police Reserve Program <br /> <br />The Chief of Police was unable to attend this meeting, however, he did sub- <br />mit a written report covering the subject matter. The Personnel Committee <br />thought the Chief was taking the right approach in recruiting officers for <br />the Police Reserve. They were also satisfied with the overtime explanation <br />that was covered in the report. It should be noted that the Chief of Police <br />report is enclosed as enclosure (1) to these minutes. <br /> <br />2) Health Insurance <br /> <br />The Personnel Committee reviewed the City's health insurance plan as to <br />what the current plan is costing the City versus what the Hennepin County <br />Health Insurance plan would cost the City. The following background infor- <br />mation was supplied to the Personnel Committee: <br /> <br />a) Enclosure (~_) City's current monthly coverage costs through <br />Mutual Service Insurance (City share) <br />b) Enclosure (~) contains what neighboring community costs are <br />for health insurance plans. <br />c) Enclosure (~) contains the health insurance plans and costs <br />offered through Hennepin County purchasing.' <br />d) Enclosure (~) which is contained under separate cover gives <br />a complete breakdown on Hennepin County's different health in- <br />surance plans. <br /> <br />The Personnel Committee reviewed the total plan offered through Hennepin <br />County purchasing and recommended that Council shouldconsider their plan <br />because it allows the employees to pick from four different health groups. <br />Further, the Personnel Committee recommended that the City's share should <br />be set at $60,00 per employee. <br /> <br />The Personnel Committee also noted that the Hennepln County group plans would <br />be cheaper for the City and the employees would have better coverage. <br /> <br /> <br />
