5:00 P.M.
March 28, 1979

The Council Personnel Committee met at the above time and date at Ramsey
Municipal Center. Present at this meeting were the following:

1) Personnel Committee

Councilman Arnie Cox
Councilman Gary Reimann

2) Others in attendance:

City Administrator Lloyd Schnelle
Building Official Clayton Berg

The purpose of this meeting was to cover areas pertaining to personnel nran-
agement, etc. within the City Personnel structure. The following items were
discussed at this meeting:

1) Police Overtime and Police Reserve Program

The Chief of Police was unable to attend this meeting, however, he did sub-
mit a written report covering the subject matter. The Personnel Committee
thought the Chief was taking the right approach in recruiting officers for
the Police Reserve. They were also satisfied with the overtime explanation
that was covered in the report. It should be noted that the Chief of Police
report is enclosed as enclosure (1) to these minutes.

2) Health Insurance

The Personnel Committee reviewed the City's health insurance plan as to
what the current plan is costing the City versus what the Hennepin County
Health Insurance plan would cost the City. The following background infor-
mation was supplied to the Personnel Committee:

a) Enclosure (~_) City's current monthly coverage costs through
Mutual Service Insurance (City share)
b) Enclosure (~) contains what neighboring community costs are
for health insurance plans.
c) Enclosure (~) contains the health insurance plans and costs
offered through Hennepin County purchasing.'
d) Enclosure (~) which is contained under separate cover gives
a complete breakdown on Hennepin County's different health in-
surance plans.

The Personnel Committee reviewed the total plan offered through Hennepin
County purchasing and recommended that Council shouldconsider their plan
because it allows the employees to pick from four different health groups.
Further, the Personnel Committee recommended that the City's share should
be set at $60,00 per employee.

The Personnel Committee also noted that the Hennepln County group plans would
be cheaper for the City and the employees would have better coverage.
