Using the current rate of $37 per hour for a blade and operator
the annual maintenance cost is $1850. Based on eight percent, interest, a payment
of $1850 per year for ten years would cover a present day loan of $12~40~. With the
price of labor and energy increasing over the next ten years, we would'anticipate
that the savings to the city will far exceed the $12,400. However, the bituminous
streets will also require minimal maintenance which would offset any increased
savings over the $12,400.

For the purpose of discussion we have used a city share of $12,400 in three of the
assessment alternatives. However, the City Council may elect to change or delete
the city share.

Following is a brief summary of five alternate assessment methods:

ALTERNATE I

This alternate is the same as presented in the feasibility study, which does not
include a city share. Under this alternative 40 percent of the project would be

keith caswetl jr. r] darrell schneider ~ richard sha
